Working in coordination with the Long-Term Recovery Groups (LTRG) in Santa Barbara County, the Construction Cost Analyst is responsible for providing leadership, support and guidance related to construction to case managers in order facilitate the recovery for survivors of the California Severe Winter Storms, Flooding, Landslides and Mudslides (DR-4683-CA.)
Responsibilities :
- Ensure compliance with grant requirements, implementation of best practices, including all forms of documentation, and consistent review / improvement of services / processes.
- Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops. Set up cost monitoring and reporting systems and procedures. Visit site and record information about access, drainage and topography, and availability of services such as water and electricity.
- Possess strong construction skills and be comfortable with joining a program already in place.
- Work with program manager to develop and manage all assigned budgets including monthly review of revenue and expense activity within agency parameters. Ensure grant funding requirements are managed. Make on- going recommendations for improvements in efficient operations and reductions in expenditures where possible
- Strong, clear, and consistent communication internally with related programs and with external partners.
- Track program operations and deliverables weekly and update reports as requested.
- Monitor all Case Managers’ program data base entries regarding disaster survivor's progress toward recovery goals
- Maintain high levels of client confidentiality, sharing information only as agreed upon by the client and as evidenced by a signed release of information form.
