The Director of Apprenticeships reports to the Executive Dean of Career and Technical Education. The Director oversees the operations of programs including (but not limited to) Electrical Apprenticeship: Inside Wire, Construction Trades Apprenticeship: HVAC/R, Construction Trades Apprenticeship: Sheet Metal Worker, Construction Trades Apprenticeship: Plumbing, and both BOLI Registered Campus-Based and High School Pre-Apprenticeship programs. Additionally, they serve as the BOLI Administrator for both the Mid-Valley Sheet Metal Workers Joint Apprenticeship Training Committee (JATC) and the Mid-Valley HVAC Technician JATC. This position includes staff management, budget administration, workforce training development, and developing business partnerships and collaborations within the construction trades industry.

Leadership & Supervision
Provides leadership for the Chemeketa Apprenticeship programs, including plumbing, electrical, sheet metal, HVAC/R, and pre-apprenticeship programs. Serves as the committee administrator for Mid-Valley HVAC/R and Mid-Valley Sheet Metal
Recruits, hires, and evaluates part-time faculty; provides orientation, recommends in- service and staff development for part-time faculty; responds to student complaints and concerns
Effectively manages multiple priorities, large-scale projects, and grants
Motivates and encourages faculty and staff to actively participate in continuous improvement activities in order to facilitate delivery of effective, high-quality instruction for students and services to internal and external customers
Provides strong leadership and represents the division through a participatory management style, team-building activities, and problem-solving techniques
Builds, promotes and leads effective teams to support the instructional and service mission of the college; uses effective interpersonal skills to empower staff in the performance of their work; maintains a working knowledge of all negotiated agreements, institutional policies and regulations and procedures; may participate in collective bargaining with employee associations as a representative of the college
Provides leadership in and contributes to the college’s diversity plan by fostering an environment of cooperation between students, staff and the public who represent a variety of cultural, social, economic, and educational backgrounds
Provides direction to meet and maintain accreditation standards and BOLI regulations
Instructional Management & Support
Analyzes needs, plans, develops, coordinates, and directs quarterly schedule of Apprenticeship courses and special classes for campus non-credit programs
Conducts operational and instructional activities consistent with program plans and budgets; submits part-time instructor contracts; payroll authorizations, payroll statements, and time sheets; monitors and adjusts part-time instructors’ workloads; requisitions instructional equipment, materials, and supplies; orders textbooks; provides publicity to market courses and programs
Ensures adequate classes, facilities, and equipment; supervises use of facilities; monitors, charges, and reports their use
Coordinates student orientation and registration; monitors enrollment and determines class status; provides business and student services evenings and weekends
Advises all apprenticeship students regarding apprenticeships, Pre-Apprenticeship, and other programs, including credit toward Certificates, AAS Constructions Trades, and AAS Electrical degrees
Advertises and recruits new apprentices focusing on the recruitment of underrepresented populations; provides Orientation to new applicants
Evaluates apprentice re-rates – update semi-annually – to ensure eligibility for promotion to next period
Evaluates each apprentice's academic achievement and employment monthly
Provides employment placement for new and out-of-work apprentices
Recruits new Training Agents (TA)
Reports apprentices' progress to committees monthly and on-demand
Monitors integrity and equipment in building 33
Serves as program chair for the apprenticeship program
College Collaboration & Community Liaison
Serves as liaison to local apprenticeship committees, community organizations, agencies, and instructional programs
Attends appropriate meetings and conferences, and serves on committees as requested
Attends quarterly OSATC Sub-and-Full Council meetings
Performs works as Committee Administrator for HVAC/R and Sheet Metal Committees
Attends and participates in quarterly local committee meetings
Satisfies all requirements for committee work according to BOLI / ATD standards and practices
Prepares agendas & minutes and submits – quarterly and on-demand – to ATD/BOLI
Acts as a liaison between Committees and ATD/BOLI
Acts as a Liaison between student and apprentices and Committees
Attends career fairs and other events to promote apprenticeship
Reports all committee actions to ATD/BOLI for committee compliance
Serves on OCCAC Statewide Consortium (Oregon Community College Apprenticeship Consortium)
Develops and implements HVAC/R and Sheet Metal Affirmative Action Work Plans
Budget Oversight & Reporting
Develops/coordinates operating and special budgets; monitors status and authorizes expenditures
Provides reports as required, maintains records, and analyzes data related to the program
Collects and monitors Monthly Progress Reports from apprentices
Oversees monthly billing of participating TAs
Keeps transparent records for college, committee and state review
Institutional Expectations

Minimum Qualifications
Bachelor’s degree from an accredited institution
-AND-
One year of administrative experience in project or program management
-AND-
Three years of full-time equivalent experience in program administration and direct supervision of staff

- Accreditation experience including responsibility for gathering and analyzing data and writing self-study reports
- Experience in developing curriculum for a variety of courses within an instructional program
- Bilingual English/Spanish
SCHEDULE & MODALITY
Regular remote/hybrid work is not a feature of this position. At the supervisor's discretion, exemptions may be made for special projects or responsibilities requiring periodic needed focus time.
TERMS OF EMPLOYMENT
- This is a 100%, 12-month exempt assignment of the D2 band and grade
- This position has a 1-year probationary period
- All positions at Chemeketa are required to be available for work onsite as requested by the college.
- Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
- This position may require the use of your personal vehicle for transportation between campus locations
- Requires the provision of official transcripts upon hire
- Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

PUBLIC SERVICE LOAN FORGIVENESS
Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
