ADMINISTRATIVE SERVICES OFFICER - Chenango County's Public Health Department has an immediate opening for an ADMINISTRATIVE SERVICES OFFICER. This is a professional position responsible for coordinating and supervising the fiscal management functions for the public health nursing, children with special needs, environmental health, and code enforcement divisions operated by the Chenango County Public Health Department. The Administrative Services Officer also provides administrative oversight for the Children with Special Needs Division and assists the Public Health Director with program management functions in this area. The incumbent directs billing and program staff and compiles, develops and monitors multiple departmental grant budgets and tentative County and State Aid budgets. They also monitor expenditures and state aid reimbursements for the various component programs and ensures compliance with state and federal program regulations. A small amount of travel is required to fulfill the duties of Administrative Services Officer. Work is performed under the general supervision of the Public Health Director with considerable leeway allowed for the exercise of independent judgment in planning and carrying out the duties of the position. Supervision is exercised over the work of subordinate clerical and program staff. Does related work as required.

MINIMUM QUALIFICATIONS:
Possession of a Bachelor’s Degree or higher in accounting, business or public administration, or a closely related field, which included or was supplemented by nine semester credit hours in accounting two years full-time paid professional accounting or auditing experience which involved the maintenance or auditing of double entry accounting records of a business or governmental entity and also involved budget development and the preparation of financial reports, and included or was supplemented by six months of supervisory experience.

The position has a 35 hour work week and starts at $60,000 in 2025 and includes a full benefits package and a generous leave time package.
