Job Description

Position Purpose

Work directly with plant, office and field-based personnel to drive improved HSE performance in Vancouver, Edmonton and Winnipeg. Lead the development and implementation of sustainable safety and environmental programs across the North American Region. Some travel will be carried out by the Regional HSE specialist. The other tasks will concern the maintenance of safety management systems and the reduction in the frequency and severity of injuries to our people by partnering with functional leaders and staff to analyze problems and successes to optimize future operations.

Major/Key Accountabilities

  • Develop and institutionalize safety management programs that drive compliance with provincial and CHEP internal policies and procedures; audiences include contractors, CHEP service centres, CHEP employees, Joint Health & Safety Committees. Periodic US travel for meetings and support.
  • Manage claims from the beginning to the end.
  • Ensure that critical training standards for New Employee Orientation, Contractor Management, LOTO, Forklift Operation, and Safe Work Procedures are adhered to.
  • Drive leading indicator safety programs that establish a proactive approach to HSE performance.
  • Ensure that CHEP GAP audit process is fully understood at the plant level.
  • Ensure that corrective actions are dealt with on a timely basis.
  • Work to establish timelines and action closure process on all identified corrective actions arising from investigations, inspections and JHSC recommendations
  • Develop and drive revised standardized environmental practices to ensure consistency with the Code of Conduct and appicable regulations.
  • Develop, maintain, and drive monthly scorecard metrics for CHEP Canada HSE performance; drive through service centre managers and LSC’s with establishment of operating procedures and reporting methods.
  • Act as resource for local Joint Heath and Safety Committees.
  • Assist in the development of Standard Work Procedures (Lean).
  • Spend at least 1/3 of time, travelling to other sites within your region to develop OSHE management systems, perform site inspections or assist with accident investigations as requested.
  • Assist with implementing HOP/Safety Differently Principles at the site level.

Qualifications

  • Post secondary degree in Safety,
  • Minimum of 3-5 years environmental, health, and/or safety related-experience in a manufacturing facility.

Experience, Skills and Knowledge

  • 3-5 years working knowledge including safety and environmental management and claims management experience
  • Computer: Excel, Word, Outlook & Windows
  • Working Knowledge of provincial OHSE Environmental Regulations, in root cause corrective action (ICAM) analysis and to complete Risk Assessments and Safe Work Practices (Standard Work)
  • Ability to drive programs and improvements across a matrix organization
  • Strong interpersonal skills that foster teambuilding and “buy-in” of new initiatives and goals at all levels of  the organization

Travailler directement avec le personnel de l'usine, du bureau et du terrain pour améliorer les performances en matière de SSE en Vancouver, Edmonton et Winnipeg. Diriger l'élaboration et la mise en œuvre de programmes durables en matière de sécurité et d'environnement dans l'ensemble de la région de l'Amérique du Nord. Certains déplacements seront effectués par le spécialiste régional HSE. Les autres tâches concerneront le maintien des systèmes de gestion de la sécurité et la réduction de la fréquence et de la gravité des blessures subies par notre personnel en s'associant avec les responsables fonctionnels et le personnel pour analyser les problèmes et les réussites afin d'optimiser les opérations futures.

Principales responsabilités

  • Élaborer et institutionnaliser des programmes de gestion de la sécurité qui favorisent le respect des politiques et procédures provinciales et internes de CHEP ; les destinataires sont les entrepreneurs, les centres de service de CHEP, les employés de CHEP et les comités conjoints de santé et de sécurité.
  • Gérer les réclamations du début à la fin.
  • S'assurer que les normes de formation essentielles pour l'orientation des nouveaux employés, la gestion des entrepreneurs, le LOTO, l'utilisation des chariots élévateurs à fourche et les procédures de travail sécuritaire sont respectées.
  • Mettre en place des programmes de sécurité de premier plan qui établissent une approche proactive des performances HSE.
  • Veiller à ce que le processus d'audit CHEP GAP soit parfaitement compris au niveau de l'usine.
  • Veiller à ce que les actions correctives soient traitées en temps voulu.
  • Travailler à l'établissement de calendriers et d'un processus de clôture des actions pour toutes les actions correctives identifiées à la suite d'enquêtes, d'inspections et de recommandations du comité de santé et de sécurité au travail.
  • Élaborer et diriger des pratiques environnementales normalisées révisées afin d'assurer la cohérence avec le code de conduite et les réglementations applicables.
  • Développer, maintenir et piloter les mesures des cartes de pointage mensuelles pour la performance HSE de CHEP Canada ; piloter, par l'intermédiaire des gestionnaires des centres de services et des LSC, l'établissement de procédures opérationnelles et de méthodes de reporting.
  • Agir en tant que personne-ressource pour les comités mixtes locaux de santé et de sécurité.
  • Aider à l'élaboration de procédures de travail normalisées (Lean).
  • Consacrer au moins un tiers de son temps à se rendre sur d'autres sites de sa région pour développer des systèmes de gestion OSHE, effectuer des inspections de sites ou participer à des enquêtes sur des accidents, selon les besoins.
  • Contribuer à la mise en œuvre des principes HOP/Safety Differently au niveau du site.

Qualifications

  • Diplome d’études post-secondaire en SST,
  • Minimum de 3 à 5 ans d’expériiences en SST et/ou de toutes autres positions dans le domaine manufacturier en SST

Experience

  • 3 à 5 ans de connaissances en SST et en gestion environnementale ainsi que sur la gestion de dossiers avec les régions de l’Ouest Canadien.

Aptitudes et connaissances

  • Informatique: Microsoft Office et environnement Windows
  • Connaissances pratiques des règlements et loies provinciales, des causes d’incidents et des actions correctives, des investigations et analyses de risques et des analyses sécuritaires des tâches (travail standard)
  • Abilité à conduire des programmes SST et d’améliorations au travers d’une matrice organisationnelle
  • Solides compétences interpersonnelles qui favorisent la constitution d'équipes et l'adhésion à de nouvelles initiatives et objectifs à tous les niveaux de l'organisation
