Director of Teacher Certification, Evaluation and Recruitment
Location: Human Resources
Reports To: Executive Director of Human Resources
Effective Reporting Date: July 1, 2025
Employment: 12 months – (240 days) Salary to be determined by the Board
Certification Area: Valid SC Teaching and Administrative certification
Position Overview: The Director of Teacher Certification, Evaluation, and Recruitment plays a crucial role in overseeing the evaluation and certification processes for all certified employees within the district. Reporting directly to the Executive Director of Human Resources, this position ensures that teacher performance is consistently assessed and that all certification requirements are met in accordance with state and district guidelines. The director will lead the development, implementation, and maintenance of effective evaluation systems that promote continuous professional growth and instructional excellence. Additionally, the director will collaborate closely with human resources to support the recruitment and retention of high-quality educators, ensuring the district attracts and retains a diverse and talented workforce. The role involves analyzing data to identify trends and areas for improvement, making recommendations for policies and programs that enhance the overall effectiveness of the teaching staff. The director will work to foster a culture of accountability and high expectations while supporting teachers in their career advancement. Through strategic planning and coordination, the director contributes significantly to the district’s mission of delivering exceptional education to all students.
Essential Duties and Responsibilities:
- Reviews, processes, and submits renewals for certification to the State Department of Education
- Evaluates professional personnel transcripts, experience, and applications to determine appropriate certification and placement
- Ensures all certified/teaching staff meets and attains proper certification in a timely manner in compliance with accreditation and certification requirements
- Coordinates and implements district in house alternative paths to certification for those wishing to obtain teaching certification and work as a teacher in the district
- Coordinates/screens/offers employment assistance through onboarding protocols for certified staff
- Monitors changes in state regulations and policies regarding teacher certification, updating internal procedures and training staff to ensure compliance with new requirements
- Monitors and disseminates all renewal cycle data and status to supervisors
- Coordinates evaluator training for continued growth
- Monitors student teacher direct placements for Cherokee County School District in cooperation with school principals and university field placement
- Visits schools and teachers to ensure support and provide timely feedback
- Implements annual evaluation protocols for staff (certified and classified)
- Develops and implements targeted recruitment strategies to attract highly qualified and diverse teaching candidates, utilizing job fairs, connections with teacher preparation programs, and online platforms
- Works closely with school leaders to identify staffing needs and create strategic hiring plans that align with the district’s goals and values.
- Fosters relationships with higher educational institutions to build a pipeline of future educators
- Other duties as assigned by the Executive Director of Human Resources
Qualifications: The person in this position must meet the following minimum qualifications:
- Master’s degree with administrative certification
- Minimum of 5 years of school level administrative experience
- Must possess a valid SC driver’s license
Specific Knowledge:
- Knowledge of SC ADEPT models of evaluation
- Working knowledge of district policies, programs and activities
- Working knowledge of SCLead
- Knowledge of state certification requirements
- Knowledge of alternative education pathways
- Knowledge of effective organization planning and management methods
- ADEPT Evaluator Trained SCTS 4.0
- SC Mentor Trained
