Part-Time Civil Engineer
Cherokee Nation 3S seeks a skilled Part-Time Civil Engineer to manage complex civil engineering projects, from scope development to completion. Responsibilities include design contract management, project oversight, technical reviews, and preparation of plans and specifications for various facilities, including Marine Corps operational and training facilities. Candidates should possess professional civil engineering knowledge, a relevant degree, 10 years of design experience, and familiarity with Navy standards.
Compensation & Benefits:
Estimated Starting Salary Range for Part-Time Civil Engineer: $67 - $86/hour
Pay commensurate with experience.

Part-Time Civil Engineer Responsibilities Include:
- Serves as Civil Engineering Project Manager on a wide variety of complicated projects involving the most complicated Civil Engineering systems. Assures that projects are designed to meet the latest state of the art criteria and meets aii operational, financial and timing constraints.
- Resolves project scopes commensurate with user needs, funding sponsor needs, budget limitations, codes, and regulations. Project scopes meet functional, technical, and economical requirements. Project scopes are adequately described, estimated, and justified. b. Performs design contract management of A&E contracts in accordance with Navy standards and regulations. Prepares project advertisements, sets up A&E selection and negotiation boards and participates on these boards, including chairing the board and writing Board reports.
- Manages and is responsible for projects from beginning to completion. In general, performs all negotiations, funds management, and project management to obtain a completed project, which includes but is not limited to conferring with sponsoring groups, initiating the projects, obtaining funds, preparing correspondence for command signature, coordinating project requirements with appropriate groups, establishing project milestones, and establishing target completion dates.
- During the review process, conducts functional, technical, and economical review of the A&E's design documents to assure projects meet the functional, technical, and economical requirements. Obtains review comments from all appropriate groups including but not limited to facility users, funding sponsors, environmental, operators, maintainers, safety, fire, industrial hygienists, and construction administrators.
- Designs, specifies, and prepares drawings, specifications, and cost estimates for storm drainage, water, sewage, pollution abatement systems, pavements, grounds, railroads, buildings, waterfront and coastal facilities, and US Marine Corps operational and training facilities. Prepares contracts for new construction, additions, renovations, alterations, and repairs to base utilities, buildings and facilities. Advises the Contracting Officer's staff during the bidding and construction phase, including resolution of bid questions and contract changes.
- Coordinates the civil portions of civil design with other features being designed by others. Reviews and approves the civil portions of contracts prepared by consultants. Consults with other government and private sector employees to explain the civil engineering features required for a project at Cherry Point.
- Prepares technical papers and reports with supporting documentation to fully answer questions, explain engineered features, or describe small and large projects. Supporting documentation includes a reference to materials, products, codes, books, and standards; it includes preliminary design, supporting rationale, sketches, drawings, descriptions, methods, calculations, graphs, and cost estimates.
- Keeps the supervisor and project sponsors appraised of status on all assignments using electronic, written, and verbal communication. Explains and briefs completed assignments.
- Performs other job-related duties as assigned
Part-Time Civil Engineer Experience, Education, Skills, Abilities requested:
- Professional knowledge of civil engineering theories, principles and practices applicable to the full range of engineering duties concerned with the designs and layout of storm drainage, water, sewage, pollution abatement systems, pavements, traffic systems, railroads, grounds, structures, buildings, waterfront and coastal facilities, and US Marine Corps operational and training facilities.
- Ability to design utility systems, environmental systems, transportation features, structures, and other civil engineering related systems and features such as would be provided by a civil engineering degree from an accredited bachelor's degree program in civil engineering and at least 4 years’ experience in design of civil engineering projects
- Knowledge of construction practices and contracts preparation, and knowledge of the Navy's regulations and standards for construction contracts.
- Knowledge of the Navy's regulations and standards for architectural engineering contracts.
- Familiarity with related engineering fields, such as architectural, mechanical, electrical, and environmental, and with the surveying profession and practices.
