We are seeking a highly motivated professional to support the implementation of Economic Support Funds and specialized diplomatic initiatives. This role involves advising on Inter-Agency Agreements, grants, and cooperative agreements, ensuring compliance with federal regulations. The ideal candidate will provide expert guidance on funding opportunities, program coordination, and strategic planning while collaborating with various stakeholders to enhance program effectiveness.

Estimated Starting Salary Range for Program Analyst: $100k
Pay commensurate with experience.

Program Analyst Responsibilities Include:
- Provide advice on OES initiatives in support of overall program implementation of Economic Support Funds in targeted fiscal years and in support for specialized diplomatic initiatives as needed.
- Advise program offices with the development of Inter-Agency Agreements (IAAs), grants and cooperative agreements, voluntary contributions and
- letter grants.
- Serve as the focal point for pre-award through award closeout issues
- affecting and impacting OES operations and other assigned OES programs.
- Draft and review action memos, solicitation letters, congressional notifications, Notice of Funding Opportunities, Open Competition
- Exemptions, and other required documentation to ensure federal and OES requirements are met.
- Launch and coordinate Notice of Funding Opportunities in SAMS domestic and grants.gov ensuring federal regulation and program requirements are met.
- Coordinate panel reviews with grant officer representatives and help facilitate panel reviews of proposals. Support the program office by
- ensuring the panel minutes are accurate and that panel recommendations are reflected in a decision memo approved by the Office Director.
- Analyze and recommend changes in scope of work for grants, cooperative agreements and interagency agreement ensuring programs are sound and feasible before launching it in SAMS domestic for Grants Officer review.
- Coordinate with the budget analyst in the generation of fiscal data and requisitions.
- Participate with the grants officer and the Global change staff as well as staff from other technical offices in kick-off meetings to orient new grantees to highlight roles and responsibilities in the administration of these grants and cooperative agreements and interagency agreements.
- Assist with budget coordination during the strategic planning processes affecting global change programs and other programs as needed.
- Serve as the point of contact and source of information for program coordination and expert advice regarding strategic planning, funding allocation, and program implementation for OES programs as needed.
- Review amendment awards and provides recommendations to amendments and closeout requests to ensure sound management of implementation and administration of agreements.
- Provide monitoring and Coordination of Foreign Assistance activities
- Support reclassification process
- Support data collection for F taskers
- Support Targeted Diplomatic Programs as needed
- Performs other job-related duties as assigned
Program Analyst Experience, Education, Skills, Abilities requested:
- Bachelor’s Degree in a related field, or an equivalent combination of education and experience.
- Secret security clearance
- Experience in program administration, operating procedures, oversight and monitoring.
- Excellent written and oral communication skills in English to prepare and present analysis, to defend recommendations and proposals for supervisor’s decision, and participate in meetings and discussions.
- Excellent organizational skills and multi-tasking abilities.
- Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.
- Ability to interact with complex environments and have a flexible, team-oriented approach to work.
- Ability to build and maintain strong working relationships with colleagues.
- Familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations.
- Familiarity or direct experience in managing grants/interagency agreements, voluntary contributions and letter grants.
- Demonstrated ability to develop professional working relationships with officers throughout the Department and with the foreign policy community.
- Good computer, computer networks and data base skills.
- Good facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint) and an ability to learn and work with other software, as well as database applications.
