Program Manager Essential Duties and Responsibilities Include:
- Oversee and manage single or multiple projects, ensuring delivery within scope, budget, and schedule.
- Develop and execute project plans that align with organizational goals and government objectives.
- Ensure documentation is clear, concise, and easily understood while keeping it updated as processes evolve.
- Provide strategic leadership to program teams, including mentoring and guiding direct reports.
- Make sound decisions and analyze problems using logic and data-driven approaches.
- Monitor and manage performance metrics, risks, and project milestones, implementing corrective actions as needed.
- Identify and implement opportunities for process improvement and innovation.
- Support proposal development, including writing, reviewing, and refining submissions.
- Lead recapture efforts ensuring successful program renewal and growth.
- Meet with customers in person frequently to build and maintain strong working relationships.
- Facilitate project meetings, providing status updates and addressing any risks or issues.
- Ensure compliance with government regulations and organizational standards throughout the contract lifecycle.
- Manage contract financial functions including budgeting, purchasing, travel coordination, payment approvals, and invoicing.
- In-depth knowledge of contract types including cost-plus-fixed, firm-fixed-price, and time-and-materials.
- Oversee program personnel functions including staffing, performance evaluations, salary reviews, and professional development.
- Performs other job-related duties as assigned.
- Bachelor’s degree in Health Administration, Public Health, Business Administration, or a related field. A Master’s degree in a related field or PMP (Project Management Professional) certification is preferred.
- Minimum of (5) to (7) years of experience leading multiple projects simultaneously for federal or public health agencies. This includes planning, execution, and closeout, in alignment with contract requirements.
- Prior experience working with or supporting the CDC as a Project Manager is strongly preferred, with a deep understanding of the CDC’s environment, culture, Centers, CIO’s, and various campus locations.
- Ability to obtain and maintain an active NACI – Public Trust clearance in accordance with contract and/or sector requirements.
- Ability to provide strong leadership, making strategic decisions that align with both organizational and government objectives.
- Must possess excellent interpersonal skills with the ability to build and maintain strong relationships with both employees and customers.
- Outstanding verbal and written communication skills with the ability to present complex information in a clear and understandable manner.
- Strong analytical skills with a focus on resolving issues.
- Able to navigate changes in scope, technology, and regulations while maintaining focus on project goals and quality.
- Must be personable, motivated, and proactive in building customer satisfaction and trust.
- Collaborative mindset with the ability to work across multiple teams, fostering a positive and productive work environment.
- Ability to drive both organic growth and identify new business opportunities.
- Strong ability to manage pressure and perform effectively in a fast-paced environment, adapting to changing priorities and tight deadlines.
- Advanced knowledge of Microsoft Office products.
- Proficiency in Salesforce, including tracking opportunities, managing contracts, pipeline development, generating detailed reports, and financials.
- Ability to successfully pass drug screening and a federal background check.
