Utility Management Financial Analyst
This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered.
The Utility Management Financial Analyst will provide financial and administrative support for the CBP Centralized Utility Program. This role requires expertise in financial processing, vendor coordination, and federal utility program management.
Compensation & Benefits:
Estimated Starting Salary Range for Utility Management Financial Analyst: $85,000 to $95,000
Pay commensurate with experience.

Utility Management Financial Analyst Responsibilities Include:
- Develop, update, and utilize a financial forecasting tool that provides forecasting models and reports to evaluate Open Commitments, Unliquidated Obligations, Expenditures, and Gross Obligations. The tool will be developed using Excel and Power BI softwares.
- Utilize SAP, the CBP-approved financial system, to process invoice payments, create purchase requisitions (PRs), and track/enter service entry sheets (SES) and internal recurring obligations (IROs).
- Assist CBP Program Managers in developing and managing utility program goals and strategies.
- Maintain and archive utility vouchers and invoice payment files in CBP-approved Share Drive Sites.
- Support TRIRIGA database maintenance, including establishing new CBP databases.
- Report invoicing and payment activities in the Monthly Status Report.
- Assist in resolving vendor issues, including service transfers, disconnect notices, and rate changes.
- Perform administrative tasks such as scanning, filing contracts, and invoice management.
- Assist in developing policies, processes, and procedures for the CBP Centralized Utility Program.
- Draft Interagency Reimbursement Work Agreements (IRWAs) for transferred OGA accounts, including Statements of Work, Determinations and Findings, Cost Estimates, and 7600A/7600B forms per G-Invoicing guidelines.
- Submit purchase requests (PRs) for 7600B funding documents in SAP to CBP’s Finance Office.
- Process monthly Intra-Governmental Payment and Collection (IPAC) invoices from OGAs.
- Collaborate with CBP stakeholders and federal agency partners to support budgeting and execution activities for OGA utility accounts.
- Performs other job-related duties as assigned
Utility Management Financial Analyst Experience, Education, Skills, Abilities requested:
- Bachelor’s Degree required; federal organization experience preferred.
- Experience with centralized utilities processing.
- Strong organizational skills.
- Proficiency in Excel and Power BI software.
- Must have or be able to obtain a CBP Public Trust.
- SAP (ERP system) experience a plus.
- Must pass pre-employment qualifications of Cherokee Federal.
