Primary Function

The Staff Development Coordinator (SDC) is responsible for coordinating interdepartmental in-service and training programs, including overseeing training for the electronic medical record system. This role may also include serving as the Infection Prevention Coordinator and overseeing the facility’s Quality Assurance and Performance Improvement (QAPI) program.


Essential Duties and Responsibilities

Training and Development

  • Maintain and execute in-service programs for all departments, ensuring compliance with federal, state, and local regulations.
  • Conduct training on all shifts as needed and manage a calendar of required monthly in-service programs, assigning additional online training when necessary.
  • Coordinate orientation training for new staff, including skills testing to identify job performance needs.
  • Oversee training for the electronic medical record system.
  • Maintain records of staff education and notify supervisors of unmet employee training requirements.
  • Assess facility-wide educational and training needs and develop relevant programs in collaboration with department managers.
  • Supervise individual employee training to address areas needing improvement.

Quality Assurance and Infection Prevention

  • Assist with quality assurance data collection and serve as the QAPI coordinator if assigned.
  • Attend QAPI meetings, review data, identify improvement opportunities, and implement plans of action.
  • Serve as the facility’s Infection Prevention Coordinator, overseeing infection control programs, flu programs, and investigation follow-ups.
  • Ensure compliance with vaccination policies (e.g., Hepatitis B vaccines, tuberculin skin tests).

Policy and Procedure Management

  • Train and coach staff on updated policies and procedures.
  • Enlist external consultants and resources to enhance learning processes.
  • Monitor CPR and medication aide certifications for compliance.

General Responsibilities

  • Assume "on-call" responsibilities for the nursing department as assigned.
  • Reflect TCC’s mission, vision, values, and customer service standards in all interactions.
  • Perform other duties as necessary for the effective operation of the facility.

Education, Experience, and Minimum Qualifications

  • Graduation from an accredited school of nursing.
  • Required: One year of nursing experience.
  • Required: Registered Nurse (RN) licensed in North Carolina.
  • Preferred: Bachelor of Science in Nursing (BSN).
  • Preferred: Certification as CPR instructor or medication aide instructor.
  • Prior experience in geriatric nursing, teaching, or supervision is preferred.

Job Knowledge

  • Thorough understanding of Tsali Care Center policies, standard nursing practices, OSHA regulations, and related compliance requirements.
  • Proficiency in acute care, preventative nursing, and use of clinical and lab equipment.
  • Competency in documenting and maintaining clinical records and certifications.
  • Strong verbal and written communication skills, with an understanding of EBCI culture, lifestyles, and risk factors.

Complexity of Duties

  • Requires independent decision-making while adhering to defined policies, procedures, and guidelines.
  • Involves planning and coordinating activities, solving problems, assessing situations, and ensuring resident case management.
  • Must utilize problem-solving skills to address complex nursing care challenges and recommend constructive changes.

Contact with Others

  • Regular interactions with residents, families, coworkers, and health professionals, requiring tact, courtesy, and diplomacy to maintain positive relationships.
  • Sensitivity and empathy required when addressing residents’ and families’ concerns about aging, illness, and health challenges.

Confidential Data

  • Must comply with tribal guidelines and EBCI policies on confidentiality, maintaining discretion with sensitive patient and medical information.

Mental, Visual, and Physical Demands

  • High mental and emotional stress levels at times, requiring concentration and attention to detail for short and extended periods.
  • Physical activities include walking, sitting, reaching, bending, and assisting residents with mobility or transfers.
  • Must have visual acuity, manual dexterity, and the ability to hear and communicate effectively.

Work Environment

  • Primarily works in the Tsali Care Center with potential exposure to biohazards and diseases, requiring adherence to OSHA guidelines.
  • May experience outdoor exposure during offsite duties.

Supervisory Responsibilities

  • Does not routinely supervise but may assume charge nurse or nursing supervisor responsibilities as needed.

Supervision Received

  • Reports to the Director of Nursing.
  • Performs independently with regular documentation reviews to ensure compliance.

Responsibility for Accuracy

  • Requires precision in nursing and lab procedures to prevent adverse patient outcomes.
  • Errors in assessments or documentation could result in serious consequences for the patient and legal/financial risks for the facility.
