Primary Function
The Business Analyst assists Cherokee Indian Hospital Authority’s (CIHA) and EBCI Tribal Option’s with translating business requirements into technical processes. Responsibilities for the Business Analyst include owning and maintaining business relationships with stakeholders, departments, and partners, facilitating collaboration between stakeholders, technology partners, and cross-functionally with internal departments, gathering and documenting requirements, and ensuring effective implementation of new solutions.
Job Description
- Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop/implement solutions.
- Facilitate and help the team understand and define "how" the capability required can be accomplished, while influencing the “what.”
- Lead ongoing reviews of business processes and current workflows, identify areas for process improvement, and develop optimization strategies that align with regulatory requirements and organization/business goals.
- Demonstrate and champion user-centered design principles.
- Leverage prior experience in the healthcare space to resolve a wide range of issues in creative ways.
- Develop a knowledge of the care management solution business and customer needs.
- Create and provide training materials and instructional sessions to end-users on new platforms, applications, upgrades, and enhancements.
- Create, analyze, and validate details on back-end/source system capabilities (e.g., identify data sources and/or provide mapping/spec definition, etc.).
- Contribute to the creation and refinement of user stories, test scenarios, etc., working closely with client subject matter experts, sprint team, and other teams/stakeholders.
- Coordinate and assist in system testing, user acceptance testing, and validation of implemented systems/system changes to ensure they meet business requirements and regulatory standards.
- Define configuration, integration, reporting, and automation requirements for CIHA.
- Develop and maintain system and data flow diagrams depicting ‘As is’ and future state considerations.
- Own and develop relationships with partners, working with them to optimize and enhance business operations.
- Promote alignment and understanding on requirements, process, and goals by facilitating communication between stakeholders, teams, and vendors.
- Report on common sources of technical issues or questions and make recommendations.
- Create and maintain comprehensive documentation including use cases, functional specifications, process workflows, and business requirement documents (BRD).
- Work collaboratively with teams to design and develop system specifications and processes that meet business needs while satisfying Medicaid compliance and maintaining healthcare data standards.
- Communicate and present on topics including measurement, analysis, improvement, and control.
- Perform analysis on data and processes to identify trends, issues, areas for improvement, and to support decision-making.
- Assist in identifying risks and ensuring timeliness of system upgrades and implementations.
- Ability to work effectively and with flexibility on projects with cross-functional teams in a fast-paced environment.
Job Knowledge
- Working knowledge of healthcare information systems (for example: Electronic Medical Record/Electronic Health Record, care management software, etc.).
- Familiarity with state and federal healthcare regulations.
- Data and Process Flow Analysis.

Education/Experience
- 3 years of professional experience in the healthcare technology industry.
- Bachelor’s degree in Healthcare Management, Computer Science, Information Technology-related or Business-related field or equivalent work and education experience in a related field.
- 2 years’ experience working in a team-oriented, collaborative environment.
- Strong business acumen and strategic thinking.
- Excellent written and verbal communication skills, able to convey complex ideas clearly and simply.
- Experience creating data/workflows, BRDs, requirements, user stories, and specifications.
- Excellent communication skills and experience presenting.
- Demonstrate technical proficiency with one or more programming languages.
- Professional experience as a business analyst.
- Experience working in an agile delivery model preferred.
- Experience working at a business for an Indian Health Care Provider preferred.
Contact with Others
The primary personal contacts are with the NC Department of Health and Human Services, Division of Health Benefits staff, and internal CIHA staff. The purpose of the contacts is to coordinate contract(s) required activities and reviews, educate staff, providers, or stakeholders on contract requirements, and secure and exchange requested information.

Works with and/or has access to highly confidential files, memos, contract proposals, personnel, and payroll information, which would be considered confidential and should not be disclosed. Must adhere to all CIHA confidentiality policies and procedures, as well as the Privacy Act of 1974 and HIPAA.

The position must be proactive in monitoring and making recommendations to the TO Operations Manager and other CIHA managers.

Works in a normal business office environment with occasional visits to program sites while performing job duties.
