GENERAL DESCRIPTION
Researches and identifies external funding opportunities and composes competitive proposals and grants. Develops policies that align with grant objectives and strategies.
Job Duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Identifies and researches various sources of potential federal and other applicable funding that align with Career Services mission and scope of work.
- Prepares grant applications and/or sections of applications.
- Reviews completed application materials.
- Assists as needed for grant and contract documents including acquisition, maintenance, and modification.
- Facilitates and/or attends meetings as necessary to determine program needs and discusses funding opportunity requirements, determines completion timelines, and reviews suggestions.
- Interprets information and disseminates both internal and external application requirements for partners and internal program staff.
- Assists with in-service training to Career Services staff and/or other proposal writers within the tribe, as assigned.
- Maintains administrative records, including official original grant/contract documents.
- Facilitates the submission of applications per prescribed procedures and time limits.
- Develops and administers a system for tracking and monitoring assigned grants for compliance with applicable rules, regulations, and funding requirements.
- Provides progress report preparation, subcontract monitoring, sponsor approval, and final documentation.
- Provides technical support regarding grants/contracts to resolve issues and correct deficiencies as needed.
- Assists with the creation of manuals, guides, and other aides for program use.
- Utilizes grant information to formulate policies and best practices for applicable programs within the Career Service Department.
- Ensures policies written reflect objectives and strategies.
- Develops operational procedures that outline methods of performing work that align with policy.
- Monitors the implemented policy and procedures for compliance. Offers solutions or alternate methods as needed.

- Performs work under minimal supervision.
- Handles complex issues and problems, and refers only the most complex issues to higher-level staff.
- Possesses comprehensive knowledge of subject matter.
- Provides leadership, coaching, and/or mentoring to a subordinate group.
QUALIFICATIONS
- Bachelor’s degree or equivalent combination of education and experience.
- Must possess a valid driver’s license with a driving history verified through a motor vehicle report that meets the requirements for Cherokee Nation underwriting variables.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel, and talk or hear. The employee is occasionally required to stand, walk, reach with hands and arms, climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.

- The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
