GENERAL PURPOSE

This position performs complex professional and difficult administrative work planning, organizing, and directing the school division's budget department; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel.


ESSENTIAL JOB FUNCTIONS

  • Prepares and assists with the development, review, implementation and monitoring of the operating, grant (categorical), and special funds budgets.
  • Evaluates and analyzes budget requests and program proposals.
  • Develops, interprets, implements, and enforces budgetary policies and procedures.
  • Oversees the Federal card survey for the Impact Aid program.
  • Conducts and manages budgetary, financial, and operational research and analysis.
  • Chairs the grant review committee and convenes appropriate division representatives to review and make recommendations regarding grant applications.
  • Plans, directs, and implements the grant reimbursement process for all local, state and federal grants. 
  • Prepares and maintains official files and various local, state and federal reports. 
  • Coordinates activities with the Chief Financial Officer and Directors of Accounting and employee Benefits and Risk Management.
  • Plans and directs the budget process and budget office personnel. 
  • Manages and supervises the operations of the Department of Budget, including maintaining position control budgets for the division. 
  • Provides technical guidance on budgetary policies to the school system and administrative staff.
  • Evaluates the work performance of employees.
  • Assures compliance with Federal, State, and local laws regarding budgetary and grant-related matters.
  • Attends and presents at School Board and City Council meetings when necessary.
  • Prepares the department budget and monitors expenditures.
  • The Director of Budget is responsible for the overall management of the P-Card Program, including training, policies and procedures, compliance, program operations, and accounting.
  • Performs other related duties as required/assigned.
  • Maintains positive working relationships with financial officials in the city, the Virginia Department of Education, and the U.S. Department of Education.


MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited college or university with major coursework in budget, accounting, finance, data analytics, economics, and public (or business) administration required.
  • At least three years of professional experience as a senior budget or financial manager.
  • CPA or master’s degree in accounting, finance, data analytics, economics, or public (or business) administration preferred.
  • Possession of or ability to acquire appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the philosophy, principles, and general laws governing school financial practices and procedures.  
  • Knowledge of public school budgeting procedures, and school division and school-based administration operations.  
  • Skill in conducting detailed analytical evaluations and studies and preparing related reports and recommendations.
  • Knowledge of school administration operations.
  • Ability to develop and present complex data and ideas effectively, orally and in written form.
  • Ability to establish and maintain effective working relationships with school officials and associates.
  • Advanced skills in using spreadsheets and financial systems, preferably Excel and PeopleSoft.
  • Knowledge of analytical and problem-solving techniques and ability to solve problems by asking the right questions, thinking creatively, and involving subject matter experts.
  • Ability to manage time, balance priorities, be flexible, assist other analysts in times of demand, and work effectively under pressure.


WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is primarily inside, where the noise and temperature levels are moderate; the worker is not subject to adverse environmental conditions.
  • This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
  • Work requires reaching, fingering, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.
