At the present time, a vacancy for a full-time Bookkeeper for Student Billing/Child Accounting exists within the Administrative Services division of the Chester County intermediate Unit. This position is based at the Educational Services Center located at 455 Boot Road in Downingtown, PA.
Summary Of Position
This position's primary responsibilities are to coordinate, process, research and follow-up on all information necessary to produce the four quarterly district billings for Marketplace Special Education services for the 12 member districts as well as all non-member districts accessing IU services, as well as all Special Education services billed on a monthly cycle. This position is responsible to assist in maintaining the integrity of the 3000 student database to enable the accurate accounting of district students enrolled in IU programs to assist in the submission of required PDE Child Accounting reports through the PIMS system according to the Pennsylvania Department of Education Child Accounting guidelines.

Qualifications
- High School Graduate or Equivalent with two years experience in database programs and child accounting procedures preferred, data entry with a strong computer background.
- Proficient in Excel and Filemaker Pro.
- Gather billing data and enter into IU billing system in order to produce the four quarterly billings for IU services provided to 12 member districts as well as non-member districts.
- Maintain database of PDE 4605 forms and student verification of residence forms. Create forms for new students who enter IU programs and send to both member districts and out of county districts.
- Provide subsequent PDE-4605 forms follow up in order to obtain acknowledgement of district of residence for billing of IU Services.
- Coding of all new records entered into IU billing system as per marketplace pricing schedule approved by IU Board.
- Maintain Student Request for Services on-line database for billing of services. Communicate with internal staff to assure that file is accurate and up to date at all times.
- Enter district and IU calendars into billing system. Update calendars each marking period for changes due to inclement weather or school emergency closings prior to the generation of quarterly billings.
- Generate and distribute quarterly reports for membership to 12 member districts for verification. Coordinate with district contacts to correct all inaccuracies and redistribute as necessary.
- Generate and distribute final membership reports to 12 member districts and all non-member districts at year-end for use in PDE State Reporting by districts.
- Gather all information necessary and enter into IU billing system to produce monthly invoices for the following services: OT/PT, Foreign Language Interpretation and Advanced Clinical Services provided to 12 member districts as well as non-member districts.
- Enter pricing information for all IU services into IU billing system and verify that prices are accurate according to marketplace pricing schedule approved by IU Board.
- Responsible for assisting in collections for the Chester County Intermediate Unit. This includes follow up and research of any issues resulting from customer inquiries in order to get past due receivable resolved and paid. Maintains all documentation on assigned open receivables for Chester County Intermediate Unit in the Accounts Receivable system via email correspondence and phone contact.
