Summary of Position:
This position is responsible for providing administrative and instructional leadership by supervising the educational program at the Child and Career Development Center – Engle Education Center (CCDC). The Principal serves as a liaison between the CCIU and Chester County public school districts and public charter schools and neighboring county public school districts. The Principal of the CCDC must possess deep knowledge of low-incidence special education programming and have a proven track record of leading a team of professional staff, related service providers, and support staff in creating strong academic, functional, and social-emotional growth outcomes for students.

Organizational Relationships
- Reports to the Assistant Director of Student Services.
- Supervises professional, project, support, and secretarial staff.

- Serve as the instructional leader driving student achievement and social-emotional growth outcomes.
- Maintain highest levels of expertise and knowledge regarding best practices in special education and instructional pedagogy.
- Lead teachers in planning effective, developmentally appropriate programming for students.
- Recruit, enroll and maintain student enrollment at maximum level.
- Communicate regularly with LEA partners on student outcome data, program metrics, student highlights, etc.
- Provide direct instructional coaching to multiple teachers throughout the school year
- Lead student data analysis process at the individual teacher level to the school-wide level. Facilitate data conversations and subsequent instructional planning with teachers on an ongoing basis.
- Provide leadership and planning of instruction for the day-to-day operation of special education programs.
- Interview, select, supervise, and evaluate the professional and support staff.
- Identify needs of staff and create and implement staff development plan accordingly.
- Review and revise special education programs based upon planned yearly assessments; monitor changing patterns of district needs, regularly communicate with district school administrators to evaluate services and provide for effective utilization of services, make recommendations to the Director of Student Services.
- Oversee responsibility for student discipline and lead behavior management team.
- Ability to de-escalate students during violent and dangerous situations.
- Ability to use passive restraints to prevent a student from hurting self or others.
- May require the need to physically restrain students who demonstrate violent behaviors and/or self-injurious.
- Oversee special education procedures and policies to assure compliance with applicable local, state, and federal mandates and laws.
- Coordinate implementation of planned curriculum and assessment processes.
- Coordinate the multi-disciplinary team in the development of IEPs.
- Develop and aide in the development and implementation of transition plans.
- Procure necessary instructional materials and equipment as indicated by programmatic needs.
- Liaise with other CCIU and LEA staff to ensure continuum of special education programming for all students served.
- Oversee the maintenance and accuracy of student records to ensure accuracy of student data entry for state reporting and billing purposes
- Conduct building staff meetings for a variety of purposes: professional development, dissemination of pertinent information, special education best practices, curricular initiatives, build positive culture, etc.
- Provide monthly input to CCIU Board and Special Education Advisory Committee (SEAC) on program updates.
- Oversee the building ESY program including staff hiring, program planning, logistics, etc.
- Conduct weekly meeting with all first year teachers to facilitate their successful induction into the CCDC and CCIU culture.
- Collaborate with mentor teachers and their assigned CCDC teachers.
- Deliver demonstration lessons for teachers as needed.
- Establish short- and long-term goals and objectives based upon CCIU Board goals and program initiatives.
- Review goals and evaluate individual staff objectives within differentiated supervisory guidelines.
- Coordinate and monitor staff development to provide continual improvement of delivery of services based on best practices of current research.
- Responsible for approval of requisitioned expenditures within allocations. Prepare and/or aide in the preparation and development of budgets, budget revisions and budget proposals/projections.
- Maintain highest levels of expertise and knowledge regarding best practices in special education and instructional pedagogy.
- Ensure adherence to state and federal special education regulations and CCIU board policy.
Qualifications
Education and Experience
- Master’s degree in educational leadership or special education required, doctoral degree in educational leadership preferred.
- 5 years teaching experience in special education required, including teaching low-incidence special education populations.
- 2 years administrative experience required.
- Experience in the development, implementation and evaluation of curriculum.
- Qualities of effective leadership and good communication skills essential in the fulfillment of responsibilities of the position.
- Experience in planning and conducting professional development activities.
- Ability to supervise professional and support staff and related service providers
Professional Credentials
- Special Education Teacher certification required
- Pennsylvania Principal certification required
- Pennsylvania Supervisor of Special Education certification preferred
