    Summary of Position:
    The clinical supervisor will oversee the development, implementation, and monitoring of evidence-based practices across behavior assessment, consultation, and direct care staff services. The Advanced Clinical Services Supervisor serves a critical role in the daily operation of the program including strategic oversight and leadership over the Coordinators responsible for the monitoring and management of services. The supervisor will oversee the recruitment, selection, orientation, training, and oversight of clinical and operational staff. The supervisor will oversee the financial stability of programs through monitoring of expenses and revenues. The position requires quality assurance oversight of programs to ensure compliance with regulations and stakeholder satisfaction. The supervisor will lead in promoting positive relations with local education agencies and the expansion of services into new markets.

    Nature and Scope of Position:
    The position of Advanced Clinical Supervisor plays a critical role within the Student Services Division. Advanced Clinical Services provides support daily to over 500 students in the form of PCAs and RBTs. In addition, 43 BCBAs provide behavioral assessment and consultation support for LEAs across multiple counties. A team of 10 specialized instructional coaches assist with conducting program site reviews and providing instructional coaching to build the skills of teachers and the capacity of the LEA to meet the needs of students. The Advanced Clinical Services Supervisor serves a critical role in the daily operation of the program including strategic oversight and leadership over the coordinators responsible for the monitoring and management of the services. With a fee-for-service budget of 28 million dollars, the ACS Supervisor must monitor closely monthly revenue targets and expenses. Given the large number of staff providing services on a daily basis, it is critical for the supervisor to oversee a comprehensive staff development and evaluation system to ensure quality assurance across services.

    Leadership:

    • Provide strategic oversight and leadership to the behavior assessment and consultative services including BCBAs and specialized instructional coaches.
    • Provide strategic oversight and leadership to the direct care staff services including PCAs and RBTs.

    Strategic Planning:

    • Develop and implement plans to enhance the efficiency and effectiveness of services offered.
    • Develop new services and expand existing services by assessing needs and developing strategic partnerships.
    • Monitor staffing within clinical services and current job environment to work with staffing agencies on recruitment strategies.

    Coordinate Program Site Reviews:

    • Coordinate the different components of special education program reviews (i.e, meetings, focus group interviews, direct observations).
    • Work with LEAs to facilitate acquisition of all needed materials to complete a program review.
    • Provide assistance with conducting components of the program reviews and preparing a finalized report.

    Financial:

    • Monitor quarterly revenue targets for clinical services and develop plans to maintain targets.
    • Evaluate expenses to maximize a cost/benefit ratio.
    • Oversee the accurate completion and submission of daily logs and billing processes to ensure all services are accurately accounted for and billed.

    Quality Assurance:

    • Create and evaluate measures of quality assurance across programs to ensure compliance with regulations and develop plans to address concerns.
    • Regularly review and analyze stakeholder satisfaction to implement continuous improvements.

    Staff Development:

    • Oversee the creation and implementation of comprehensive training programs for direct care and professional staff.
    • Oversee BCBA internship program.
    • Design and manage a performance monitoring system to assess staff performance, identify improvement areas, and provide feedback.

    Incident Response:

    • Oversee investigations into allegations of inappropriate professional conduct and monitor staff injury data to identify training or policy modifications.
    • Ensure all policies and practices align with current regulations and ethical standards.

    Certification and Regulations:

    • Ensure all staff comply with relevant regulations, certifications, and training requirements.
    • Stay abreast of changes in certification requirements and adjust programs as necessary to maintain compliance.

    Total budget for which the position is directly responsible: $ 28,000,000.00

    Education and Experience:
    • Earned doctorate or enrollment in doctorate program, in psychology, special education or related field - Preferred
    • 5 years demonstrated professional/administrative experience in leadership and management skills. - Required
    • Established knowledge and expertise in academic and behavioral programming for children with low incidence disabilities. - Required

    Professional Certifications:
    • PDE Administrative certification (special education supervisor, pupil personnel or principal) - Preferred
    • Board Certification in Applied Behavior Analysis (BCBA). - Required
    • Board Certified Behavior Analyst (BCBA) with minimum of five years of clinical and/or leadership experience in autism and emotional disturbance.

    Salary Range 2024-2025:
    Act93, Level E $129,045 - $161,306
    • Placement on band is based on years of direct experience in a comparable role.
    260 day position, 7.5 hours per day, 5 days per week
