Summary
The EI Program Director is responsible for administering and overseeing the early intervention program for the County of Chester. This position must ensure that the delivery of service is consistent with state and federal laws and regulations.
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. The system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

Essential Duties
- Organize and develop a planning program to ascertain community requirements.
- Determine agency responsibility for administering program and handling problems in specific fields of welfare work.
- Organize, develop, direct and review the preparation and presentation of budgets, ensuring that the budget conforms to state allocations.
- Create and present proposals to obtain government funding for projects designed to meet the needs of the community.
- Appoint, lead, evaluate, supervise and manage staff development.
- Develop and maintain an ongoing relationship with OCDEL.
- Develop a county plan consistent with OCDEL guidelines and ensure that it addresses the needs of the unit consumers.
- Establish development policies, systems changes, procedures and court orders.
- Prepare and release reports, studies and publications to promote public understanding of and support for community programs.
- Work with provider agencies to develop plans of correction and oversee providers’ commitments to improve service.
- Developing and implementing services and programs to meet needs in an ever-changing environment. Includes developing program budgets; responding to new initiatives and grant proposals; negotiating contracts and agreements; issuing and reviewing Requests For Proposals and awarding grants.
- Monitoring and evaluating the service delivery system to assure compliance with laws, regulations, policies, Federal and local Court Orders, Waiver coordination/compliance and program goals and objectives.
- Coordinating the various agencies, programs and services to assure the effectiveness and efficiency of the service delivery system and continuity of care. Includes frequent meetings with services providers, consumers, advocates and family members.
- This position requires public speaking, public relations, and networking skills.
- Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience
- A bachelor’s degree in social work or other related field (Psychology, Criminal Justice, Sociology, Gerontology, Human Services, Human Behavior/Development, Counseling, Criminology, Anthropology, Special Education, Human Services) from an accredited college or university and four years of professional level experience in the field of human services, including two years of administrative, supervisory or managerial work; or
- Any equivalent combination of experience and training.
- Must have a valid driver’s license and use of a private vehicle.
- Must be willing to travel.
- Must be available during emergencies requiring administrative leadership
- Familiarity with Pennsylvania Early Intervention regulations.
- Excellent listening and communication skills.

- Strong leadership skills.
- Master’s degree in human services / education or related field.
- Prior county mental health / intellectual disabilities /early intervention experience.
- Understanding of intellectual disabilities/early intervention/mental health and/or other disabilities.
- Working knowledge of service system.
- Strong knowledge of contracts and budgets.
- Strong knowledge of statistical regulations.
- Working knowledge of social work.
- Knowledge of treatment modalities and model programs, both national and local.
- Strong knowledge of community resources.
- Working knowledge of DPW bulletins and regulations.
- Skills in early intervention.
- Knowledge of Supplement Grant Agreements.
- Knowledge of 2176 Waiver Requirements.
- General knowledge of the county’s mental health, intellectual disabilities and/or early intervention policies.
- Knowledge of Right to Education.
- Knowledge of the Pennhurst Settlement Agreement, Embreeville Settlement Agreement.
- Strong understanding of contracting and invoicing.

While performing the duties of this position, the employee is frequently required to walk and sit. Occasionally, you will need to stand, work with arms above your shoulders, bend at the waist while working, lift items weighing five to ten pounds, and drive to and from different locations in a personal vehicle. On rare occasions, you will need to kneel, stoop, crouch or squat, and climb stairs.
