Summary
Chester County MH/IDD seeks an individual with strong organizational skills to provide supervision and support to a team of Service Coordinators in the Early Intervention Services Coordination Unit who facilitate, coordinate and monitor services for children aged birth to three years old at-risk/with at least a 25% delay in one area of development. The individual should have the ability to multitask, be self-directed and display independent thinking; intermediate skill to use a personal computer and various software packages; exceptional time management and organizational skills; excellent interpersonal skills; proficiency in grammar and spelling; strong customer skills; basic mathematical skills.
This position will supervise and train assigned staff responsible for providing a wide variety of services. These services include but are not limited to service coordination service. This position is also responsible for ensuring that all registered consumers have access to the available services through the County MH/IDD program and County assistance.
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.
Essential Duties
The Early Intervention Unit provides case management services to children aged birth to 3 years at-risk/with developmental delays. The County Early Intervention SC Supervisor will be responsible for the direct supervision of a team of Service Coordinators to ensure oversight and compliance with Office of Child Development and Early Learning (OCDEL) requirements and County established performance standards. Additionally they will fulfill responsibilities related to quality management activities and assist the Manager to maintain records consistent with OCDEL requirements for qualification and monitoring.
An incumbent in this position is expected to provide clear direction, communicate constructive feedback and provide on the job training and support to staff. The individual in this position will demonstrate strengths in recognizing and resolving problems, developing skills and abilities of staff in order to promote professional development and to meet departmental and agency objectives, plans and assigns work effectively, and has effective communication to ensure that all issues are addressed.
Essential Duties, Tasks and Accountabilities:
- Supervise, motivate and train staff through regularly scheduled meetings and assist staff members in analyzing case issues
- Monitor consumer plans in PELICAN to ensure quality, coordination and implementation.
- Assure that SC maintain records, correspondence, service plans, and authorizations for each consumer
- Trouble shoot PELICAN issues and errors and serve as liaison to Help Desk
- Provide oversight and supervision of EI SC activities and tasks. Ensure completion and compliance/adherence to OCDEL state/federal requirements and timelines as well as local performance standards and expectations.
- Perform SC tasks/functions in the absence of SC.
- Assist with management of unit, including the ability to take on manager’s responsibilities in his/her absence, ensuring a professional and cooperative atmosphere.
- Utilize monthly data to monitor and guide staff performance
- Promote positive working relationship with provider agencies and acts as liaison between SC’s and programs.
- Responsible for recruiting, hiring, training, supervising, and evaluating assigned staff
- Participate and conduct unit staff meetings
- Assist with tracking and reviewing consumer information to identify emergent and critical issues.
- Evaluate staff performance and make recommendations regarding personnel actions.
- Recommend changes to management team on procedures/processes to positively impact compliance and performance.
- Attend staff conferences/trainings as they relate to early intervention supports and services.
- Assist with development, coordination and implementation of staff onboarding, orientation and ongoing training activities.
- Ensure that staff maintain all orientation and annual training to meet State and local requirements.
- Perform other duties, tasks and special projects as required.
Qualifications/Preferred Skills, Knowledge & Experience
Minimum Requirements:
The Mental Health/Intellectual & Developmental Disabilities Casework Supervisor may come under the provisions of the Child Protective Services Law. If you are being considered for this position, you may have to provide reports on your background from such sources as the Pennsylvania State Police and the Pennsylvania Department of Public Welfare. If your background is unacceptable, you will be disqualified for employment in such positions. - Two years of professional experience in public or private social work and a Bachelor’s degree from an accredited college or university with major coursework in sociology, social welfare, psychology, gerontology, criminal justice or other related social sciences;
or
- An equivalent combination of experience and education which includes 12 college credits from an accredited college or university in sociology, social welfare, psychology, gerontology, criminal justice or other related social sciences.
- Must have a valid driver’s license and use of a private vehicle.
Clarification of Requirements: The equivalency statement under “Minimum Requirements” means that related advanced education may be substituted for a segment of the experience requirement and related experience may be substituted for required education, except for the 12 college credits from an accredited college or university in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences. Unrelated experience or education will not be accepted.
Preferred Skills, Knowledge & Experience:
- Bachelor’s degree from an accredited college or university in Social Science or related field.
- Three years of job-related experience.
- Supervisory certification.
- Knowledge of child welfare, the child protective services law, Juvenile Act, and applicable Department of Public Works regulations.
- Experience with individuals who have developmental disabilities.
- Experience and knowledge in child development.
- Background and knowledge in social work and psychology.
- Minimum of one year of experience as a Caseworker II equivalent (EI Service Coordinator, ID Support Coordinator, et al.)
- Basic medical and psychiatric knowledge.
- Proficiency in mediation.
- Strong working knowledge of budgets, spreadsheets and interpreting audits.
- Strong knowledge of office policy and procedure.
- Knowledge of Part C of IDEA and early intervention regulation.
- Knowledge of MH/IDD Act 66.
- Working knowledge of SS/DPW system.
