Summary
Chester County Department of MH/IDD seeks to fill a full-time administrative level ID Program Specialist 1 position in its Administrative Office. The incumbent will contribute as part of a team to the management and oversight of the County’s ID Waiver Program responsibilities by providing quality assurance activities related to regulations and by the department's obligations as defined in the MH/IDD Act of 1966 and the Administrative Entity Operating Agreement. This includes, but is not limited to, centralized oversight of the Waiver enrollment and recertification process, service plan review, managing needs assessments requests, service requests, and alignment of service plans to individual needs. Position will perform data analysis and regular reporting on compliance to all mandated timelines. Individual will also assist with providing programmatic oversight of consumer plans through review of files including updating any and all needed databases as well as participate in quality field reviews and close-the-loop activities needed to maintain quality services. The position requires initiative and the ability to establish and maintain effective collaborative relationships with professionals, community groups, and the public. The incumbent liaisons with other governmental agencies (federal, state, and municipal) and the community and therefore requires strong decision making, prioritizing, problem solving, critical thinking and planning skills, as well as excellent written and verbal communication skills. The incumbent must be able to travel to attend meetings, conferences, etc.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.
Essential Duties
- Monitoring of Waiver programs to assure compliance with all federal and state regulations.
- Monitor Supports Coordination files for Waiver compliance. Prepare written reports, track required follow up.
- Monitor provider service locations for Waiver compliance. Prepare written reports, track required follow up.
- Complete administrative File Reports to assure Waiver compliance.
- Evaluate effectiveness of programs, identify trends and make recommendations to improve quality of care.
- Responsible for all administrative duties and compliance issues for the Consolidated Waiver/Person Family Directed Support and corresponding AE/State Operating Agreement and all State requirements outlined in ID Bulletins, regulations, etc.
- Serve as liaison with providers of service and families for all MR services.
- Assist in developing new policies and procedures as needed, effecting service providers operations and improved access to services for consumers.
- Participate in local and regional OMR committees.
- Participate on MH/IDD Board committees as requested.
- Assist with compliance activities as they relate to court orders (Embreeville, Pennhurst, etc.)
- Authorize Service Plans in HCSIS when necessary or assigned.
- Provide ID Delegate function.
- Other administrative duties as assigned by the Supervisor.
Qualifications/Preferred Skills, Knowledge & Experience
Minimum Requirements:
- Must be willing to travel.
- Bachelor's degree from an accredited college or university.
- Two years of professional-level experience in the appropriate field; or
- An equivalent combination of experience and training.
- Must have a valid driver's license and use of a private vehicle.
Clarification of Requirements: You may substitute related education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted.
Preferred Skills, Knowledge & Experience:
- Bachelor's degree from an accredited college or university in human services, intellectual and developmental disabilities or related field.
- Knowledge of DPW regulations and procedures.
- Knowledge of ODP bulletins and policies.
- Knowledge of waiver regulations and licensing requirements.
