Summary
Library Assistant IV Circulation Assistant Supervisor
This full time position at the Chester County Library provides advanced level support in the day-to-day operation of the Circulation Department to provide quality customer service and ensure timely and accurate circulation of library materials. The Circulation Assistant Supervisor has 8 direct reports and 18 indirect reports by aiding the Circulation Manager. This position also serves as the person-in-charge on a rotating basis.
Responsibilities of this position include providing front line customer service support and assistance to Circulation staff; working with patrons to resolve library account issues in a manner that reflects the library’s commitment to customer service; preparing the department for opening for the public; and assisting with staff selection, training and supervision.
This position requires completion of a two or four year program from an accredited college or university and and six month to a year of job-related experience. Excellent communication and customer service skills are essential. PC proficiency including Internet, email and Microsoft Office skills is required. The successful candidate will be accurate and detail oriented and possess outstanding organizational skills. Supervisory experience and a knowledge of public library service and operating principles is preferred.
All library positions require the following criminal background and child abuse clearances: Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).
Hours: 35 hours a week, Hours will vary by week and include evening and weekend hours

Essential Duties
Assistant Circulation Supervisor
- Assist the Circulation Manager to manage daily operations in the Circulation Department, and assume supervisory responsibility in their absence.
- Know Circulation department policies and procedures and oversee daily operations to provide quality customer service and the smooth, accurate flow of library materials to and from customers.
- Use current Circulation ILS software at an advanced-expert level to loan materials, process returned materials and reserves, print notices, create reports, and create and manage patron accounts.
- Provide front line customer service support and assistance to department staff members; in particular, correspondence with patrons about general account issues, complaints and grievances, delinquent accounts, and accounts in collection
- Handle all customer service interactions, and stressful situations, in a professional manner that promotes the positive public service image of the library.
- Prepare the department for opening to the public; includes addressing any schedule changes, staffing issues and work re-assignments as needed.
- Participate in community outreach initiatives, programming and/or committees.
- Fulfill State and Library continuing education requirements.
- Stay current with County and library policy updates, and perform duties and provide service in compliance with County and library policies and procedures.
- Know and execute library emergency and incident response protocols as serve as a Library Person-in-Charge as assigned.
- Use, at an advanced level, a variety of software applications to: circulate special collections and manage the outdoor pick-up locker, report technology issues, report incidents and building issues, and for payroll and other County employee accounts.
- Perform troubleshooting for software applications and equipment used in the department.
- Assist the Circulation Manager to develop and implement department procedures, and to hire, train, schedule, and supervise department staff members.
- Supervise, as direct reports, the Circulation library pages which includes creating and reviewing performance objectives, and completing annual performance evaluations.
- Supervise, as indirect reports, the Circulation volunteers.
- Perform other duties, tasks and special projects, as required.

- Completion of a two- or four-year program from an accredited college or university.
- Six months to one year of job-related experience and/or training.

Preferred Skills, Knowledge & Experience:
- Two years of supervisory experience in a library or customer service focused organization or business.
- Knowledge of Library and Chester County policies and procedures (in order to interpret library policy and procedures to the public and staff).
- Knowledge of child labor law requirements regarding permissible hours and schedules and work permits.
- Familiarity with the ALA Library Bill of Rights and Freedom to View statements.

Computer Skills:
To perform this job successfully, an individual should have:
- Intermediate Microsoft Office (Word, Excel, Outlook) skills
- Intermediate Internet research skills
- Comprehensive, intermediate-expert level knowledge and use of Library Circulation ILS software.
While performing the duties of this position, the employee is frequently required to sit; walk; stand; bend at the waist, kneel, stoop, crouch or squat; talk or hear; lift up to 20 pounds; push a cart of books that weighs up to 75 pounds; and stand or sit at a computer work-station for up to 4 hours at a time.
Occasionally, the employee will need to work with arms above shoulders or reach above shoulder height.
On rare occasions, the employee will be exposed to an uncommon level of noise.
The special vision requirements listed for this position are:
