Directs the elementary school education program for assigned elementary schools; supervises and evaluates elementary school principals, staff and operations.  Provides leadership, management and support to instructional specialists for federal, state and student support programs; to principals, teachers and other staff to improve student learning with prevention, intervention and compensatory education resources.  Designs, in collaboration with directors for instruction and administration, the delivery of supplemental instructional and student support services based on annual and longitudinal program evaluation.

Essential Job Functions:

  • Analyzes academic performance of elementary school students and correlates day-to-day decision making of elementary school operations and instruction with outcomes for students.

  • Coordinates elementary schools to promote a rigorous academic program of studies, superior student achievement and continuous improvement of results for all students.

  • Provides leadership and direction to elementary school administrators related to all aspects of school operations, assistance and guidance related to issues of school improvement and instructional support and supervision.

  • Assists with the implementation of federal title programs.

  • Evaluates elementary school principals and supervises the development of individual professional growth plans.

  • Plans on-going professional development for elementary school principals, assistant principals and teachers directly and in coordination with other Instructional Directors and Staff Development Office.

  • Promotes choices for students in pursuing courses of study appropriate for their special talents and interests.

  • Assists the Department of Technology in providing leadership to identify appropriate technology to enhance student learning.

  • Coordinates with others regarding recommendations for staffing needs for the elementary schools; recommends staffing changes; participates in the recruitment, selection and assignment of elementary school staff.

  • Represents the Instructional Administration at meetings, conferences, hearings, community and civic public forums; gathers citizen and parental input.

  • Works with committees of teachers, principals and lay persons in specific programs, projects, or courses of action.  

  • Works with the Office of Student Conduct to analyze data on student conduct and to resolve student, school and district issues regarding student discipline.  

  • Works with parents and schools administrators to resolve issues in the schools. 

  • Makes contact with State, Federal, Foundation and Corporate Funding sources to identify and secure funding for special projects.

  • Analyzes programs and services to build linkages between federal, state and local programs to fully leverage the instructional services to improve student outcomes.

  • Collaborates and communicates effectively with division directors and specialists in order to implement and coordinate supplemental instructional and student support services.

  • Disseminates information, monitors and maintains compliance and designs and collects summary and evaluative (formative and summative) data of various federal and state grants and other programs that provide supplemental instructional personnel, services and support.

  • Monitors instructional support programs and meets with building principals annually to support the school Strategic Management Plan (SIP) and goals of CCPS.

  • Works with Directors to allocate State Initiative positions.

  • Assists directors, principals and school leadership teams in writing school improvement Strategic Management Plans (SIP) in order that the requirements of the intended programs are included in the plans.

  • Plans, participates in and/or conducts in-service meetings as necessary for identified principals, teachers and/or others regarding pertinent information, programs and issues that relate to the intent of the different programs.

  • Reviews all necessary data prepared by specialists for completing and submitting the evaluation and other required reports to the State Department.

  • Generates and analyzes program and student data for the purposes of evaluation and program improvement and prepares a comprehensive assessment of needs in the schools based on student achievement, results and other benchmarks.

  • Works with senior leadership, principals, and designees in identifying special project statements, objectives, methodology and evaluation expectations and procedures and assists in identifying funding sources.

  • Demonstrates commitment to improving professional competence.

  • Assesses student learning on an ongoing basis and alters instruction to meet group/individual needs.

  • Uses the curriculum of the district to plan daily instructional activities. 

  • Performs other related duties as assigned.


Budgetary Responsibility:

Develops, supervises and monitors budget for the Office of Elementary Education for assigned schools and supervises specialists for the development and monitoring of program budgets. Reviews and monitors school budget preparation; assists principals in development of budget requests; presents budget concerns impacting elementary school programs to the supervisor; monitors budget and staffing status throughout the year.


Report Preparation:

Writes regular reports to the Assistant Superintendent for Instructional Administration on issues related to elementary school education programs and school operations.

Equipment Operation

Operates personal computer, basic office equipment and equipment related to education.


Contacts: 

Works with all levels of CCPS personnel and various outside agencies. 


Work Direction/Supervision:

Supervises principals and instructional specialists of instructional support programs.


Decision Making:

High level of independent decision-making is required.


Formal Policy-Setting Responsibilities:

Recommends the development, review and/or revision of related policy.


Physical Demands

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk and reach overhead. May be required to lift boxes and other materials up to 25 pounds.


Work Environment:

The employee regularly works in an office or school environment.  The noise level is quiet to moderate.

Extensive knowledge of principles, concepts and methodologies of school administration; of the elementary instructional program; of program development and implementation and the state and federal regulations relative to areas of responsibility.  Considerable knowledge of child growth and development, total school operation and group dynamics.  Demonstrated ability: to listen and communicate effectively, both orally and in writing and to interpret and apply state and federal regulations; to direct and evaluate a diversified administrative and professional staff; in decision making, problem analysis, conflict resolution, interpersonal relationships, long range planning and forecasting; to plan, organize and direct complex organizational components especially related to sound elementary school concepts.  

Must hold a valid Virginia Postgraduate Professional License with an endorsement in Administration and Supervision. A minimum of three years successful experience as a principal or director or in an equivalent central office supervisory role. A Doctorate in Educational Leadership or similar area is preferred. Valid VA Driver's License
