Minimum Qualifications

The Civil Division handles matters related to new civil case filings and issues subpoenas. In addition to equity matters which include divorce cases, disputes concerning wills and estates, as well as controversies involving property and jury service. We are looking to expand our Civil Division with a dedicated, caring, team-oriented professional having 3 or more years of experience in a court/legal environment, or an equivalent combination of training and experience. Exceptional people skills are a must, as a large part of what we do is supply information, assistance, and support to customers who may be going through a difficult time. Civil matters and jury service can feel confusing or overwhelming for many; therefore, clear, and compassionate communication is essential.

The Deputy Clerk Supervisor in the Civil Division of the Circuit Court Clerk’s Office is a key leadership role responsible for overseeing operations, fostering innovation, driving process improvements, and championing change within the division. This position requires a proactive leader focused on advancing operational efficiency, modernizing workflows, and implementing technological solutions. The Deputy Clerk Supervisor will lead and motivate the team to achieve operational excellence while ensuring exceptional service delivery. Additionally, the Deputy Clerk Supervisor must be prepared to perform the duties of the Civil Principal Deputy Clerk as needed, ensuring the continuity of operations and leadership within the division.

RESPONSIBILITIES

Leadership in Innovation and Change Management (25%)

  • Lead efforts to innovate and modernize the Civil Division, focusing on improving processes, technology adoption, and workflow efficiency.
  • Champion change initiatives, ensuring smooth transitions and fostering a culture of adaptability as new systems and processes are introduced.
  • Cultivate a forward-thinking, proactive mindset among staff, encouraging continuous improvement and the embrace of new technologies and methodologies.
  • Regularly assess the division’s operations to identify areas for modernization, efficiency gains, and enhanced customer service.

Process Improvement and Operational Excellence (20%)

  • Identify and advocate for process improvements that streamline workflows, enhance accuracy, and reduce inefficiencies in case handling.
  • Ensure that statutory deadlines are met and that all documents are processed in accordance with the law, maintaining compliance with legal and regulatory requirements at all times.
  • Guide the implementation and optimization of technological tools that support document filing, case tracking, and record management.
  • Promote the standardization of best practices across the division to ensure consistency and quality in civil case processing.

Team Development and High-Performance Leadership (20%)

  • Provide strategic leadership by coaching, mentoring, and developing a high-performing team focused on accountability and teamwork.
  • Ensure staff are equipped with the skills, knowledge, and resources needed to succeed through ongoing training and professional development.
  • Encourage collaboration and problem-solving, empowering the team to propose and implement creative solutions that drive operational improvements.

Operational Strategy and Implementation of Changes (15%)

  • Spearhead the implementation of new strategies and technologies that improve civil case management and records processing.
  • Collaborate with other departments to ensure seamless integration of new systems and processes across the Circuit Court Clerk’s Office.
  • Maintain high service standards during periods of operational change, effectively communicating progress and managing stakeholder expectations.

Customer Service and Stakeholder Relations (10%)

  • Lead initiatives to enhance customer service by improving processes related to court filings, document retrieval, and general inquiries.
  • Ensure that public-facing services are user-friendly, efficient, and responsive to the needs of attorneys, litigants, and the general public.
  • Serve as a resource for complex or sensitive issues, providing timely and professional resolutions when escalated inquiries arise.

Other Duties as Assigned (5%)

  • Contribute to budget planning and resource allocation to ensure effective implementation of innovation initiatives.
  • Regularly review and update training materials, ensuring they reflect the latest best practices, technological advancements, and regulatory requirements.
  • Play an integral role in shaping the long-term vision for the Civil Division, aligning operations with broader organizational goals.

Perform Duties of Civil Principal Deputy Clerk as Needed (Additional Responsibility)

  • Be prepared to step into the role of the Civil Principal Deputy Clerk when necessary, ensuring continuity of operations and that legal statutory deadlines are met.
  • Manage the delegation of civil workload, address complex or urgent matters, and serve as the main point of contact for the division during temporary absences.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in public administration or a related field;
  • Three (3) to five (5) years of experience in a court/legal environment;
  • One (1) to two (2) years of supervisory experience; or equivalent combination of training and experience;
  • Three (3) years of relevant experience in a court/legal environment; or an equivalent combination of training and experience in a court/legal environment.

Pre-employment drug testing, FBI criminal background check and education/degree verification required.
