Minimum Qualifications

Bachelor's degree in Business, Public Administration, or a related field; five years of professional experience in public sector procurement and contract administration; or an equivalent combination of training and experience. Prefer that applicants possess one of the following certifications: Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Virginia Contracting Officer (VCO). Experience in leadership skills and supervision preferred. Pre-employment drug testing, FBI criminal background check and education/degree verification
required.

Duties

Serves as a member of the leadership team of a twenty-four-person procurement office with annual procurement spend in excess of $500 million and a portfolio of over 700 contracts. These are two newly created positions: one reports to the Assistant Procurement Director and supervises a team of senior level buyers, the second reports to the Procurement Director and supervises a Contracts team. Reviews and oversees work prepared by staff. Provides staff with direction and guidance on procurement, strategic sourcing, and contract issues. Trains new staff and assists in developing and implementing policies and procedures. Acts on behalf of Assistant Director/Director as needed and fills in for Senior level staff on team during absences. Utilizes public procurement best practices and e-procurement tools to manage competitive procurement processes in compliance with the Virginia Public Procurement Act, County Code and county policies and procedures. Manages and conducts innovative, complex procurements (e.g. New School construction, County construction, complex service agreements, information technology licensing and high-level customer service issues). Reviews and analyzes assigned requisitions. Responsible for determining the appropriate method of procurement to be utilized for the source selection of high profile and complex construction projects, goods and services. Coordinates, assists, researches, analyzes, and develops scope of work, specifications, evaluation methods, and criteria for IFBs and RFPs for a wide variety of goods and services. Provides guidance, educates and advises using departments during the process of evaluating bids and proposals. Reviews and analyzes justifications for award/non-award decisions to ensure the integrity of the county's procurement process. Plans, coordinates, and conducts pre-bid/preproposal conferences. Identifies, evaluates and coordinates cooperative procurements. Conducts and manages negotiations. Administers contracts. Consults with legal counsel during the development and administration of contracts and any contract disputes. Responds to requests for information under the Freedom of Information Act. Conducts site visits of vendor facilities to ensure vendors' capability of successfully meeting contractual obligations. Reviews and approves requests for contract changes. Manages and performs special projects relative to changes to terms and conditions, updates to templates, and works with the County Attorney's Office on approval of changes. Works on other special projects at the request of the Director/Assistant Director. Perform other work as required.

Monday - Friday; 8:30 a.m. - 5:00 p.m. Telework eligible (Hybrid).
