What are the responsibilities and job description for the Contract Officer position at Chesterfield County?
Bachelor's degree in Procurement, Supply Chain Management, Business Management, Economics, Public Relations, or related field; two years of experience in public sector procurement; or an equivalent combination of training and experience. State or National Procurement Certification is highly preferred or ability to obtain certification within two years of hire. The individual must be able to manage multiple projects/tasks in a high-volume work environment and have the ability to meet required deadlines to ensure continuity of County operations. Exceptional and professional customer service skills are imperative. Ability to use a variety of information technology systems to perform daily tasks. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
Manages the overall procurement process for assigned commodities performing procurement activities for routine, less complex purchases and/or contracts. Develops informal solicitations, Request for Quotes (RFQ's) and Informal Request for Proposals (IRFP's) in compliance with the Virginia Public Procurement Act (VPPA) and County policies and procedures. This position will process and approve purchase orders up to $100,000 or as otherwise delegated by the Procurement Director and/or her designee and in accordance with County policies and procedures. Conducts pre-bid/pre-proposal conferences as required, issues addenda and other correspondences as it relates to the informal solicitation and award process. Position will also be responsible for contract administration and supplier sourcing at the informal dollar value. In addition, this position will be responsible for planning, coordinating, and processing renewals, amendments, and modifications to existing contracts in a timely manner.
