Minimum Qualifications:
Bachelor's degree in business or public administration, accounting, finance or a related field; three years of experience in providing professional-level administrative, analytical and/or operational support in the assigned area of responsibility; or an equivalent combination of training and experience. Five or more years of related experience preferred. Experience with Medicaid cost reports preferred. Governmental accounting experience preferred.
 
Required Knowledge, Skills, and Abilities:
Considerable knowledge of the principles, procedures and standards related to the operations of the assigned area of responsibility that are required to provide professional-level analytical assistance in such areas as: development and administration of the annual budget; financial/fiscal analysis and reporting; grant monitoring and administration; administration of contractual agreements; development and evaluation of administrative/management systems, functions, policy and procedures; and/or major program evaluation and planning. Ability to analyze organizational and administrative issues and recommend and implement an effective course of action; to conduct complex analytical studies and prepare analytical reports; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers. Working knowledge of budgeting and financial analysis preferred. Advanced skill in Excel preferred; working knowledge of automated financial systems preferred; ability to work with multiple funding sources preferred.
 
Additional Requirements:
Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
 
 

Duties include but are not limited to the following:
 
 • Works closely with department leadership to develop and analyze upcoming financial needs;
 
 • Serves as the representative payee for assigned individuals; Medicaid cost reporting;
 
 • Serves as back up to the accountant, performing general accounting operations and reporting of affiliated non-profit entities;
 
 • Assists with preparing and developing budgets for grants, to include monitoring and administration;
 
 • Assists in developing, revising, implementing, and maintaining financial management standards, policies and procedures for the department;
 
 • Analyzes and interprets existing, new and proposed local, state, federal legislation and regulation for policy and financial impact on the department;
 
 • Analyzes data using Excel, pivot tables, and other analytical modalities to generate reports;
 
 • Compiles a variety of complex, sensitive and/or confidential information and maintains complex databases for tracking information for reporting purposes; and
 
 • Performs other work as required.
