What are the responsibilities and job description for the Deputy Chief, Property Operations position at Chicago Housing Authority?
This position ensures that CHA’s housing portfolio of Public Housing, RAD, and Mixed Income and properties remain in good physical, financial, and regulatory condition. The position is responsible for implementing and monitoring all operations policies and procedures performed by CHA staff and property management companies, with the objective of continually improving the services provided to residents.
This position leads a team of Senior Directors, Directors and Managers and is responsible for managing contracts with professional property management firms. The Deputy Chief manages the residential property of CHA’s portfolio of properties to ensure compliance with CHA policies and procedures, goals and objectives as well as federal, state, and local laws, regulations and guidelines. The Deputy Chief works with property managers, resident leadership, CHA staff, community stakeholders, HUD officials, and social service providers to ensure a high level of customer service is provided to residents.
The Deputy Chief is responsible for collaborating with internal and external stakeholders in the development and execution of the overall property operations strategy to ensure operational, financial, and regulatory objectives are met. This includes, but is not limited to, actively engaging the portfolio operations staff and property managers in a continuous improvement process focused on customer service.
DUTIES AND RESPONSIBILITIES
- Responsible for leading the day to day property operations function for the CHA, including portfolio operations managers and professional property management firms.
- Develop and successfully implement an overall property operations strategy designed to maintain the value of the asset and positively impact the lives of residents.
- Ensure each property is operating at optimal efficiency and effectiveness with a high level of customer service.
- Manage the portfolio in the most cost-effective manner consistent with the management contract and relevant property operations strategy.
- Maintain strong working knowledge of public and affordable housing programs, (including public housing, PBV, RAD, and LIHTC) as well as current industry standards and trends.
- Oversee the quality of property management services through evaluation and implementation of systems, procedures and reports that ensure compliance with CHA / HUD standards.
- Establish and maintain timely and open communications with residents, staff, property managers, contractors, and community stakeholders.
- Lead budget preparation and capital planning and collaborate with appropriate stakeholders during operating and capital budget process
- Manage and supervise staff to ensure they effectively oversee property management in accordance with CHA and HUD standards.
- Ensure compliance with fiduciary controls and that financial management activities are in compliance with contract objectives and established policies and procedures.
- Develop, in collaboration with Senior Director and Directors, training and staff development plans for the portfolio operations staff, including leading the annual performance appraisal process for the department.
- Oversee the quality of services by establishing and implementing systems, procedures and reports that ensure compliance with CHA / HUD standards.
QUALIFICATIONS
Bachelor's degree in Business, Accounting / Finance, Public Policy / Administration, or related Real Estate studies with a minimum of 8 years of applicable experience or, a combination of applicable trainings and certifications along with a minimum of 10 years of experience in lieu of a degree. Strong professional written and verbal communication skills. Strong analytical skills. Ability to conduct research and prepare narrative reports and proposals. Ability to comprehend complex contracts and regulatory agreements. Software proficiency in Microsoft Suite and Property / Asset Management software. A valid driver's license, unrestricted insurability, and ability to travel within Chicagoland boundaries up to 75% of the time.
Current working knowledge of HUD and CHA regulatory requirements related to Public Housing, PVB, MOD Rehab, RAD, and LIHTC programs as evidenced by stated course completion and / or certification requirements (subject to portfolio assignments, and can change with or without notice)
