POSITION SUMMARY
This position reports to the Deputy Chief of Building Operations. The Sr. Director of Construction is responsible for the overall management and administration of the design and construction function of the Chicago Housing Authority’s Building Operations Department. The Sr. Director is also responsible for ensuring the cost-effectiveness and timely completion of construction and modernization activities, architectural / engineering and other assigned special projects.
DUTIES AND RESPONSIBILITIES
Specific responsibilities of this position include but are not limited to the following :
- Strategic analysis of structure and operation of design and construction functions of the Building Operations Department.
- Analysis of technological capabilities of Division and implementation of technological improvements to ensure maximum time and cost efficiency.
- Creation and management of the Construction plan for the department in collaboration with Deputy Chief of Building Operations.
- Administer the overall construction / modernization and capital improvement projects including the formulation of policies and procedures, approval of requisitions and change orders, and preparation of grant / funding applications for the Authority.
- Make decisions regarding the allocation of manpower, materials, and equipment for construction activities and the appropriation of funds for construction projects and change orders.
- Attend meetings with community representatives, residents as required to provide information related to the Authority’s capital project and / or program.
- Monitor reports and program activities to coordinate construction and modernization activity schedules and funding levels.
- Formulate policies and procedures for the modernization / construction management department to provide guidance and consistency to staff as they carry out their responsibilities.
- Approve correspondence and other documentation to ensure timely processing of modernization / construction activities.
- Respond to emergencies and conduct on-going inspections of housing units.
- Plan, recommend staff, and supervise all assigned design and construction work unit activities through subordinate managers to ensure a cohesive operational unit.
- Provide advice, guidance, and direction to all subordinate managers in the day-to-day operation of the department.
- Coordinate and confer with professional staff to resolve operating problems and difficulties and authorize department operational procedures.
- Ensure all CHA, department, & technical policies, procedures, standards, etc. are adhered to and interpret policies as required.
- Provide overall design and construction staff direction and guidance regarding department and CHA goals and objectives.
- Determine scope of design and construction work activities, job objectives, schedules, and budget considerations.
- Confer with professional staff to resolve operating and administrative problems.
- Oversee and manage the functions, short and long-term goals, standards and performance of subordinate staff.
- Perform other duties as assigned.
QUALIFICATIONS
Bachelor’s degree in Architecture, Construction Management, Engineering or other related field. A minimum of Eight (8) years extensive experience in the management of construction segments. Extensive knowledge of engineering and design techniques plus thorough understanding of engineering disciplines required. Advanced knowledge of the construction / rehabilitation / renovation industry required. Excellent organizational, leadership, communication, and analytical skills are a necessity. Ten years of supervisory experience. Demonstrated experience in cost analysis, budget planning and administration with knowledge of accounting procedures. Must possess a working knowledge of state, local, and federal guidelines, as well as local building codes. Must have extensive experience with the Microsoft Office Suites of standard programs and a good understanding of basic construction management software systems. Incumbent must be able to travel to construction or emergency sites. Must be available to respond to crisis twenty-four hours a day, seven days a week. PMP, LEED or other certifications / licenses are considered a plus.
