Title: Performance Analyst

CHARACTERISTICS OF THE CLASS: The Office of Inspector General (OIG) Department of Audit conducts independent, objective audits of the Chicago Park District’s (District) programs and operations and issues reports that make recommendations as to how the District can enhance its efficiency and better comply with legal requirements, policies, and best practices. Under the supervision of the OIG’s Director of Audit, the Performance Analyst evaluates and reviews the district’s programs and operations by analyzing qualitative and quantitative data, interviewing Park District employees and patrons, and drafting reports which summarize complex topics and include recommendations for operational improvements.

EXAMPLES OF DUTIES:

  • Conduct performance audits and reviews to evaluate the equity, efficiency, effectiveness, economy, and integrity of District programs and operations.
  • Collect, analyze, and interpret qualitative and quantitative data pertaining to program and operation performance.
  • Develop recommendations to mitigate risk, improve efficiency and effectiveness, and ensure necessary compliance.
  • Interview District personnel, relevant stakeholders, and subject matter experts.
  • Write clear, concise, and objective reports summarizing complex issues.
  • Present audit plans, reports, and data to OIG staff, District personnel, and relevant stakeholders, as necessary.
  • Propose new ideas for performance audits.
  • Perform related duties, as required.

MINIMUM QUALIFICATIONS:

Training and Experience: Graduation from an accredited college or university with a bachelor’s degree, plus one year of work experience in program evaluation or operational analysis, or an equivalent combination of education, training, and experience, provided that the minimum degree requirement is met.

PREFERRED QUALIFICATIONS:

  • A graduate degree in public administration, public policy, business administration, social sciences, or a related field;
  • Demonstrated experience performing work in accordance with the Government Accountability Office’s Generally Accepted Government Auditing Standards (GAGAS or The Yellow Book) or the Association of Inspectors General’s Principles and Standards for Offices of Inspector General (The Green Book).
  • Demonstrated experience collecting and analyzing qualitative and quantitative data.
  • Demonstrated experience identifying and/or implementing operational improvements for the Chicago Park District, the City of Chicago, or a local government entity.

Knowledge, Skills and Abilities:

  • Demonstrates integrity, honesty, credibility, and judgment, including the ability to manage highly sensitive and confidential information.
  • Excellent critical thinking and problem-solving skills including the ability to define problems, analyze data, and identify root causes and actionable solutions.
  • Excellent written and verbal communication as well as interpersonal skills.
  • Excellent attention to detail and accuracy of information.
  • Strong work ethic and project management skills, including the ability to prioritize tasks, manage multiple deadlines, and work independently.
  • Experience with the Microsoft Office Suite.

Physical Demands and Work Environment: This job requires the employee to frequently sit and talk. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is regularly required to stand and talk. Must occasionally lift and/or move up to 25 pounds. Work is generally performed primarily in an office setting, in a smoke-free environment, with controlled temperature and fluorescent lighting. Travel to citywide Park District facilities, events, and meetings may be required.
