Position Title: Community Services Administrator

Job Code - Salary Grade: $62,500 - $75,000 Annually
POSITION SUMMARY:
The Community Services Administrator is responsible for overseeing, developing, and managing programs and services that support the well-being of the Tribe. This includes Tribal Court programs, emergency services and disaster preparedness, social services, and community outreach. The Administrator will ensure the efficient delivery of services, compliance with applicable regulations, and alignment with the Tribe’s vision and strategic goals.
DUTIES & RESPONSIBILITIES:
· Oversee and manage Tribal Court programs, ensuring operations align with Tribal codes, policies, ordinances, regulation, and legal standards.
· Supervise emergency services, including fire department support and administration, Disaster preparedness activities, ensuring readiness, safety, and community engagement in emergency preparedness.
· Lead social services initiatives to address the needs of Tribal members and the community including support for families, housing, and wellness programs. This includes community education and outreach.
· Ensure ICWA compliance, provide support for child welfare cases, and advocate for the protection and placement of Tribal children.
· Identify funding opportunities to enhance community programs and services.
· Prepare, submit, and manage grants, ensuring compliance with funding requirements and proper reporting.
· Monitor budgets and expenditures to ensure responsible fiscal management of grant-funded programs.
· Foster collaboration and partnerships with other Tribes, local, state, and federal agencies to enhance service delivery.
· Serve as a liaison between the Tribal Council and community members to assess and address community needs.
· Promote community outreach efforts to educate members about available services and resources.
· Develop and implement policies and procedures for all managed programs to ensure effectiveness and compliance with Tribal, state, and federal regulations.
· Stay informed on changes in laws, regulations, and funding opportunities relevant to Tribal community services.
· Supervise departmental staff, ensuring proper training, professional development, and adherence to standards of excellence.
· Foster a collaborative, inclusive, and culturally sensitive work environment.
· Prepare and present reports to Tribal leadership on the progress and outcomes of programs and initiatives.
· Attend training, workshops, and conferences as appropriate.
· Maintain program files.
· Perform other related duties, as required.
MINIMUM QUALIFICATIONS:
· Preferably possess a bachelor’s degree in a related field.
· Experience working with Tribal government preferred.
· Minimum of 5 years of progressively responsible experience in program management, community services, or Tribal government.
· Must possess and maintain a valid Driver’s license for state of residence, be insurable through the Tribal vehicle insurance policy.
· Must successfully pass background check.
KNOWLEDGE, SKILLS, AND ABILITIES:
· Familiarity with Tribal governance, ICWA, and culturally appropriate service delivery.
· Knowledge of grant-writing, program development, and budget management.
· Understanding of emergency services operations and community risk management.
· Knowledge of court processes and ordinance development.
· Strong leadership, organizational, and communication skills.
· Ability to build partnerships and work collaboratively across departments and agencies.
· Proficiency in report writing, data analysis, and program evaluation.
PHYSICAL DEMANDS:
· Lifting a minimum of 10 pounds may be required; position involves standing, walking, bending, stopping, and prolonged periods of sitting.
· Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis; work may require the use of a computer terminal for extended periods of time and some repetitive motion associated with preparing documents and the use of computer mouse.
WORK ENVIRONMENT:
· Work is performed in an office with a low to moderate noise level. Evening, weekend, and/or holiday may be required in order to meet needs as appropriate. Travel may also be required in order to attend trainings, conferences, and stakeholder meetings. Extended hours and irregular shifts may be required.
