Position Description: MAINTENANCE OPERATIONS MANAGER
This is a highly responsible administrative and supervisory position. The incumbent plans and coordinates all maintenance and extraordinary maintenance programs for all CHA owned properties.
Twenty-four-hour availability to act on all matters requiring attention is required. The incumbent shares responsibility for responding to requests for emergency service after normal working hours.
Residency within the City of Chicopee within six months of achieving regular employment status is required.
Principal Duties:
Directly responsible for work assignments for all staff within the Maintenance Department, in the upkeep and maintenance of all CHA properties. Plans daily/monthly/annual maintenance work in terms of priorities established in conjunction with management and monitors same in accordance with those priorities.
Determines and carries out corrective actions necessary to address problem areas and systems.
Prepares regular and periodic reports, including computerized reports, detailing departmental activities.
Prepares computerized spreadsheets with cost estimates of work planned for bidding and budgetary purposes.
Prepares specifications and bid packages and documents for the purchase of maintenance materials and supplies, and for contract work.
Completes reports and surveys as required by funding agencies.
Monitors work performed and materials and supplies used in conjunction with work and sees to it that material charges are properly recorded against the specific work.
Assures the proper compilation of maintenance work records through the CHA computer software.
Arranges the handling of all emergency calls.
Makes visual inspection of each development at least weekly.
Monitors the initiation of material and supply requests assuring that proper procedure is followed.
Directs the distribution of materials, supplies and equipment to work areas and accounts for same.
Prepares reports on departmental needs for budget preparation (material, supplies and equipment).
Prepares computerized reports on physical needs for budget and modernization program preparation.
Plans, establishes and administers a short- and long-term preventive maintenance program
Acts as Risk Management Officer and coordinates CHA Risk Management Program.
Plans and monitors in-house training programs for subordinate staff.
Conducts periodic staff meetings of subordinates to review work progress and problem areas.
Carries out such other duties as assigned by the Executive Director and/or the Assistant Executive Director.
Carries out all policies as set by the Chicopee Housing Authority Board of Commissioners.
Meets with residents, and resident associations, regarding maintenance matters.
Knowledge, Skills and Duties:
Considerable knowledge of building construction and maintenance.
Working knowledge of trades, such as plumbing, electrical, carpentry and the ability to apply that knowledge.
Working knowledge of data processing applications, particularly those related to financial and management operations.
Ability to supervise and motivate others.
Ability to read blueprints, engineering drawings and similar types of technical documents.
Ability to receive and to carry out oral and written instructions.
Ability to plan and schedule work for a moderate sized building maintenance work force.
Ability to prepare clear and concise written and oral reports.
Ability to prepare and understand reports using such format as Lotus, Excel, WordPerfect, Access, etc.
Ability to prioritize work to most efficiently provide for the maintenance of CHA property.
Ability to schedule and administer work assignments in a manner that most efficiently utilizes staff and materials.
Ability to make clear, quick decisions effectively.
Ability to communicate orally and in writing, as to be readily understood by others.
Ability to develop on the job training programs for the ongoing in-house training of staff.
Fluency in Spanish is highly desirable.
Suggested Training/Experience:
The nature of this work requires the incumbent to have considerable prior experience in building construction and maintenance where a significant portion of that experience must have been at a high-level supervisory capacity. At a minimum, five years of experience in a management level position is required.
Professional experience with career related computer software programs is required. Training in courses dealing in blueprint reading, building construction techniques, electrical, plumbing and carpentry trades and experience in such trades is highly desirable.
Graduation from a four year, accredited, college with a focus on business, management or building related studies is required. Course work in computer studies is highly desirable.
A candidate for this position shall be a holder of a license as a construction supervisor issued by the Commonwealth of Massachusetts or shall apply and obtain such license within one year of commencing employment with the Chicopee Housing Authority.
Supervision Received:
The incumbent works under the general supervision of the Executive Director and Assistant Executive Director, whom s/he keeps informed daily, in writing when necessary, relative to departmental operations and needs.
Supervision Given:
The incumbent provides direct supervision to the Working Foremen and all Maintenance Staff. The incumbent establishes training and conducts evaluations of all subordinate employees and is responsible for discipline as necessary.
