MODERNIZATION COORDINATOR

General Statement: This is a highly responsible position involving assisting with the planning, administration, implementation and coordination of the Authority’s rehabilitation and new construction programs, inspecting of CHA developments for compliance with state and federal standards and inspecting of CHA Housing Choice Voucher program units for compliance with federal Housing Quality Standards. Individual works under the supervision of the Executive Director but must have the ability to exercise considerable independent judgment.
Examples of Duties:
- Coordinates with the Executive Director and Maintenance Operations Manager(s) to develop a five year plan of capital improvements for CHA federal and state developments. These five year plans are instrumental to funding from HUD and DHCD.
- Utilize the Department of Housing and Community Development (DHCD) Caphub system to electronically track and implement all aspects of state modernization projects.
- Effectively manage multiple projects and budgets simultaneously in the state Capital Improvement Plan (CIP) system to maintain timely obligation and expenditure of formula funding.
- Utilize the Department of Housing and Urban Development (HUD) EPIC system to electronically track and implement all aspects of federal modernization projects.
- Effectively manage multiple projects and budgets simultaneously in the federal Capital Fund Program (CFP) to maintain timely obligation and expenditure of federal funding.
- Complete the annual HUD Environmental Review process for all federally funded work activities in conjunction with the City of Chicopee Planning Department and the office of the mayor.
- Work directly with project architects and engineers in the planning, bidding, and construction administration of major capital improvements.
- Ability to read and understand blueprints and assemble project manuals for bidding state and federal projects including required front end documents, plans and specifications, cost estimates and prevailing wage rates and certified payrolls.
- Involved in the direct oversight of contractors working on modernization projects including daily physical inspections of work, attending project job meetings.
producing punch lists for completed projects and processing change orders, payment applications and close out documents.
- Assists in maintaining accurate and complete project files for all modernization work activities.
- Provides oversight of the CHA Assistant Modernization Coordinator/Housing Inspector, sub-contracted public housing inspectors and sub-contracted Section 8 inspectors.
- Assists with inspections of CHA owned and subsidized dwelling units to assure compliance with HUD Housing Quality Standards and Massachusetts State Sanitary Code.
- Discusses code violations with owners and residents. Provides related copies of codes and regulations when necessary.
- Responsible for assessments in accordance with CHA damage claims policy and procedures.
- The incumbent participates in a rotating on call schedule with other senior staff to direct maintenance personnel for afterhours calls.
- Maintain required field records logs and reports.
- Perform other similar or related duties as directed.
Knowledge, Skills, and Abilities:
- Working knowledge of state and federal public bidding policies and procedures under M.G.L. Ch 149, Ch. 30B, Ch 7 and the HUD Procurement Handbook 7460.8 Rev 2.
- Working knowledge of the DHCD Caphub system.
- Working knowledge of the HUD EPIC system.
- Knowledge of the MA State Sanitary Code, MA Building Code and other governmental regulations and procedures relating to public housing programs, particularly modernization, new development, and rehabilitation.
- Knowledge of understanding of administrative and management methods, knowledge of construction terminology, practices, methods.
- Skill in communicating effectively with other staff, designers, HUD representatives, DHCD representatives, tenants, and tradespeople.
- A demonstrable knowledge of the practical use of database, spreadsheet and word processing programs and functions is essential to the performance of the duties. The ability to conform software to departmental needs is important.
- Familiarity with lead paint and asbestos regulations is desirable.
- The ability to represent the Chicopee Housing Authority and the City of Chicopee in a neat, clean, professional manner is required.
Requirements:
Degree in planning, engineering, or related field, or minimum of five years’ experience of direct supervision of housing and/or commercial construction. Five years of self-employment as a Contractor, Sub Contractor or Designer may be considered.
A valid Massachusetts Construction Supervisor’s License is required.
A valid Massachusetts Driver’s License is a continuing requirement.
Current MA Certified Public Purchasing Official (MCPPO) Designation or completion of the MA Inspector General’s course requirements for the MCPPO certification within 3 years of employment with the CHA.
Supervision Given: Incumbent assists the Assistant Modernization Coordinator and other outside contractors performing CHA public housing and Section 8 inspections.
Supervision Received: Incumbent receives direct supervision from the Executive Director.
Job Type: Full-time
Pay: $80,000.00 - $83,000.00 per year
