This position is located in the Contracts and Procurement Administration (CPA), Office of the Deputy Director for Administration (ODDA) of the Child and Family Services Agency (CFSA). The Contract Specialist is responsible for all aspects of the contracting transactions from initiation to recommendation of award, including but not limited to, planning and carrying out pre-solicitation, evaluation, vendor selection, contract administration, and ensuring contractor performance in the well-established aspects of contracting.
Duties and Responsibilities
- Works with senior staff in developing the bid solicitation such as the statement of work (SOW), terms and conditions, and other requirements for basic procurements; develops pre-negotiation position, determines the types of contracts, and negotiation authority to be used, and preparing required justification.
- Reviews requisitions prepared by program or agency staff to determine that the proper specifications/purchase descriptions are included; assists program and agency staff in developing SOW.
- Evaluates bids and proposals for compliance with specifications and purchase descriptions; analyzes submitted bids, as well as past bids and awards, to determine the responsiveness and responsibility of the bidder.
- Assists higher level Contract Specialist, on occasion and as required, in determining the most appropriate method of procurement and with contract administration activities such as contract modifications and development of change orders; issues stop work orders, reviews settlement proposals, and terminates contracts, as appropriate and as required.
- Attends the team/unit in procurement planning meetings and completes assigned actions; analyzes some elements of cost in contractor proposals and recommends to senior staff regarding competitive range determinations and awarding the contract.
- Attends conferences and meetings in reference to contracts or audits.
- Performs other related duties as assigned.
Qualifications and Education
Grade 9: Relevant Bachelor’s degree is highly preferred.
Must possess at least one (1) year of specialized experience equivalent to the grade 07 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the expertise to successfully perform the duties of the position including, but are not limited to, performing bid solicitation covering the statement of work (SOW), terms, conditions, and other requirements for basic procurements; developing pre-negotiation position; determining the types of contracts and negotiation authority to be used and preparing required justifications; reviewing requisitions to determine that the proper specifications/purchase descriptions are included; evaluating bids and proposals for compliance with specifications and purchase descriptions; analyzing submitted bids, as well as past bids and awards to determine the responsiveness and responsibility of the bidder; or other similar duties.
At least two (2) years of directly related work experience in procurement field is highly preferred.
Grade 11/12: Relevant Bachelor’s degree with at least five (5) years of directly related experience in procurement field is highly preferred.
Licenses and Certifications
Certification from the National Institute of Government Purchasing or National Contract Management Association is preferred.
Working Conditions/Environment
The work is performed in an office setting.

Tour of Duty: Monday-Friday 8:15am – 4:45pm. Telework and AWS options available upon approval.
