This position is located in the Performance Accountability & Quality Improvement Administration (PAQIA), Office of Planning, Policy, and Program Support (OPPPS), Child and Family Services Agency (CFSA). The Quality Service Review and Case Practice Specialist is responsible for coordinating, organizing, and conducting monthly Quality Service Reviews (QSR), Child Fatality Reviews (CFR), and other qualitative and quantitative reviews on a sample of CFSA and private agency cases to determine the effectiveness of the support and service delivery system and to identify risk factors. Reviews and analyzes case-specific activities to include families’ past involvement with the Agency and provides timely feedback to program staff at all levels to improve practice. Writes reports and presents information to the concerned or appropriate committees. Ensures that service delivery is based on sound casework practice and is designed to enhance the safety, permanency, and well-being of children and families served by CFSA, employing Continuous Quality Improvement (CQI) methods to enhance Agency practice and system-wide coordination around child safety and well-being.
Duties and Responsibilities
The Quality Service Case Practice Specialist duties and responsibilities include but are not limited to:
- Researches prior Agency involvement of deceased children and their families and makes assessments to determine risk factors that may have contributed to child deaths, strengths in case practice, and areas of improvement. Interview internal and external stakeholders to obtain additional information about the family’s involvement and relevant aspects of the Agency and systemic practice.
- Leads multiple qualitative and quantitative reviews each year. Prepares comprehensive reports based on case record reviews and interviews and presents findings and recommendations at committee meetings and other forums, as requested.
- Conducts studies and special reviews to evaluate Agency-specific and systemic issues. Conducts quantitative and qualitative evaluation and analysis of family demographics, Agency and system involvement, and other relevant case information to inform recommendations that improve practice, policy, and training.
- Participates in the process of identifying, evaluating, and recommending policy and practice improvements, as well as services and resources to meet the needs of abused and neglected children and their families based on the reviews.
- Monitors, analyzes, and evaluates services, policies, and various other activities to identify and determine impact on achieving agency goals and objectives. Identifies, recommends, and initiates more effective operational methods. Develops and prepares monthly, quarterly, and annual progress reports, and other special reports as required.
- Performs other related duties as assigned.
Qualifications and Education
Master’s Degree in social science (Social Work, Psychology, etc.) or other related discipline (Education, Human Services, Sociology, etc.) is highly preferred.
Five (5) years of directly related experience in quality assurance, continuous improvement, quality control, or closely related roles is highly preferred.
Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, performing comprehensive qualitative and quantitative research to determine the strengths of specific case practice and identify areas of improvement; conducts interviews to internal and external stakeholders to obtain information on specific studies or research; prepares comprehensive reports and recommendations; presents findings to internal and external stakeholders; or other similar duties.
Licenses and Certifications
Required to drive and maintain a current District Government Driver's license.
Other Significant Factors
Tour of Duty: (Standard Tour of Duty) Monday - Friday, 8:15 a.m. – 4:45 p.m. May be required to work evenings.

Position Designation: This position is designated as “security” sensitive per DPM Chapter 4 (Suitability).
