Under general supervision of the Procurement Manager, this position is responsible for performing technical and professional work in purchasing materials and supplies for the Agency and in compliance with the State of Texas bidding laws, Texas Workforce Commission Financial Manual for Grants and Contracts (FMGC) and agency purchasing policies and procedures.

Responsibilities and Essential Job Functions
- Issues purchase orders and associated change orders for all of the ChildCareGroup Centers and Homebased Programs, and for the home office departments as assigned.
- Follows up with suppliers to determine delivery lead time and delivery dates and communicate estimated delivery dates to internal customers.
- Maintains filing system for purchase requisitions and purchase orders issued from the Procurement Department; maintains contract binders for review and signature and maintains the Procurement records repository.
- Requests proof of insurance, if applicable, prepares and routes contract documents, if required, and issues award letters upon completion of the award process.
- Processes contract renewals as assigned; advises Procurement Manager of expiring contracts 90 days prior to expiration dates, issues renewal letters to contracted vendors and maintains file tracking spreadsheet to ensure timely renewals and that all contract files are up to date.
- Reviews and processes invoices in a timely manner.
- Interacts with internal departments on a daily basis to provide guidance on routine procurement practices.

- Performs other duties as assigned.
Education and Experience
- Bachelor’s degree preferred, will accept experience in lieu of degree.
- Two or more years of administrative support, procurement/buying experience; and/or equivalent combination of education, training, and experience is required
- Considerable knowledge of standard State of Texas procurement laws
- Ability to be resourceful in gathering and giving departmental information
- Ability to independently answer most inquiries and questions concerning procurement
- Must be able to understand and carry out oral and written directives; works well under pressure and stress; posseses the ability to multi-task; prioritizes and organizes work assignments; maintains a pleasant and friendly demeanor at all times; and maintains confidentiality of confidential matters
- Skilled in basic mathematics
- Skilled in the use of common office machines and computer applications (Microsoft Office)
Equipment
- Computer, telephone headset, fax, scanner and all office equipment and general office equipment
Travel and Compliance
- Must have a valid Texas driver's license
- Driving record must comply with CCG's automobile insurance carrier requirements
- Must have liability insurance coverage and reliable personal transportation
- Ability to travel locally or out of town as required
- Mileage reimbursement is offered when applicable
- Must successfully meet all compliance background check requirements for federal funding throughout employment
