What are the responsibilities and job description for the Eligibility Specialist I position at Child Care Resources?
Purpose –Provide critical support to children in crisis, in the Child Protective Service system, to access stable child care services. Support families as they transition from welfare to work. Assist families to find child care and help CCR determine supply and demand by maintaining the referral database. Collaborate with the entire CCR Team to assure high level customer service, contract compliance, and to advance CCR’s mission.
FTE – Fulltime, 40 hours per week
Status – non-exempt
Schedule – typically M-F, 8-5, hours set with supervisor
Worksite –Possibility of Hybrid. In CCR service region
Supervisor – Family Services Coordinator
Transportation – not required
Key Responsibilities
· First point of contact for all incoming Family Services calls
· Filing and clerical support for all Family Services staff members.
· Manage Child Protective Services (CPS) and Temporary Aid for Needy Families (TANF) Scholarship Caseload.
· CPS liaison – maintain communication with CPS regarding regulations and caseload
· TANF/Maximus liaison – maintain communication with OPA and Maximus regarding caseload and regulations.
· Implement child care scholarship program for CPS and TANF cases - manage a caseload
· Develop and maintain working knowledge of assistance program regulations and policy/procedure manual
· Distribute and process applications for child care payment assistance
· Determine eligibility and establish assistance for eligible families
· Process scholarship invoices submitted by child care providers
· Enter all necessary data into the state’s computer system
· Scan and upload documents to cloud storage
· File and maintain physical scholarship files
· Collaborate with team members to resolve questions regarding eligibility by staffing cases
· Provide referrals for scholarships families
· Distribute materials to parents, providers and other agencies as needed
· Actively participate in team meetings to review policy, staff cases, review procedures, set goals, etc.
· Participate in training activities for parents, providers, community members and agency staff as requested
· Conduct program integrity reviews
- Recruit child care providers to be included in referral listing
- Enter child care facility information into computer database
- Coordinate updates – revise and mail survey tool, enter data
- Coordinate quarterly update mailings and list-serve reminders. Document efforts.
- Generate and submit referral reports
- Prepare supply and demand information regularly and share with community agencies
· Attend needed training
· Provide telephone reception coverage
· Maintain and report data for funders, the board, and community education purposes
· Maintain professional relationships with local or state organizations to facilitate collaboration and customer service
· Participate in agency fundraising, public awareness, and advice as requested
· Other duties as needed
· Promote CCR’s mission and services to community members, donors, clients, funders, and policy makers
· Adhere to CCR Community Agreement - Treat colleagues and community contracts with respect and courtesy
· Comply with CCR Employee Handbook and Fiscal Policy
· Participate in team and organizational meetings
· Maintain organizational and client confidentiality within the bounds of mandated child abuse and neglect reporting and child care licensing reporting
· Complete work in a timely manner. Meet deadlines
· Comply with NAEYC Code of Ethics and Supplemental Code of Ethics – available on NAEYC website
· Submit completed time sheets on 15th and last working day of each month, and submit leave requests well in advance of anticipated leave
Minimum Qualifications:
· Microsoft Office Suite Experience
· Ability to understand and follow written and oral instructions
· Ability to work independently, to ask for clarification when needed and meet deadlines.
· Organizational skills, attention to detail, accuracy, and timeliness
· Written and oral communication skills
o Ability to respond to customer questions and to compose letters using business English
· Must pass criminal and protective service background checks
Physical Requirements – ability to:
· perform computer tasks 5 hours per day
· Speak to customers on the phone and in person
· Occasional travel to training required, including overnight.
