Job Description

JOB SUMMARY
The Chief Executive Officer is the Chief Executive Officer of the corporation, and is accountable to the Board of Directors for the overall management and operation of the Center, including the achievement of Center goals and objectives; implementation of Board policies; compliance with applicable licensing and accreditation standards, laws, and regulations; planning, implementation, and evaluation of service programs; liaison with appropriate federal, state, and local agencies; recruitment and direction of staff; and management of the Center's financial and facility resources.

JOB RELATIONSHIPS
Supervisor: The Chief Executive Officer is appointed and supervised by the Board of Directors.

Subordinates: The Chief Executive Officer recruits, supervises, and appraises the performance of the Executive and Administrative staff to include: the Director of Operations, Director of
Administration, Fund Development Officer, Discovery Shop Manager and any other employee deemed at hire or through organization change to answer directly to the Chief Executive Officer.
DUTIES & RESPONSIBILITIES

Policy Development
The Chief Executive Officer assists the Board of Directors in formulating policy by preparing:

  • long-term and short-term plans, goals, and objectives to include the development of strategic plans.
  • reports describing the organization's operations
  • reports evaluating the efficiency and effectiveness of the organizational and program activities
  • reports on the nature and extent of funding & other resources
  • budgets and financial statements

Organization Management

The Chief Executive Officer directs the overall operation of all Center programs, services and activities. A written manual of personnel policies which meets the minimum requirements of licensing, state and federal labor laws, and accrediting bodies is to be adhered to and regularly updated.

The Chief Executive Officer determines the Center's staffing needs, the organization and responsibilities of each department or program, the lines of authority and delegation of responsibilities within the organization, and the salary and benefit plans for all Center employees.

The Chief Executive Officer is responsible for providing all oversight related to Human

Resources to include: the approval of all recommendations for hiring, discipline and terminations of Center personnel; approval of all employee reclassifications, transfers and promotions; approval of merit pay increases; and provides final approval of all employee evaluations.

The Chief Executive Officer determines the Center's budgetary needs, secures all funding required for program implementation and operation with the Board’s assistance, and executes and ensures the Center's compliance with all contractual agreements with funding sources and affiliates.

The Chief Executive Officer ensures that the operation and effectiveness of the Center's activities are routinely monitored and evaluated by Center staff, and arranges for independent inspections, audits and evaluations as required by the Board, and by licensing and accrediting bodies.

The Chief Executive Officer ensures the conservation and proper management of the organization's financial and facility resources.

The Chief Executive Officer represents the Center and the Board of Directors with the general public and with other governmental and private organizations having a relationship with or interest in the work of the Center.

The Chief Executive Officer must exemplify the highest standards of personal, professional, and ethical conduct, and abide by the Center's Personnel Policies. Specifically, the Chief Executive
Officer must demonstrate capacities for trust, responsibility, initiative, self-esteem, caring and integrity.

POSITION CLASSIFICATION & COMPENSATION
The position of Chief Executive Officer is classified as a permanent, full-time, salaried exempt, professional staff position as those terms are defined in the Center's Personnel Policies and the
Fair Labor Standards Act.

The salary of Chief Executive Officer is determined by the Board of Directors. The Chief Executive
Officer is eligible for those employee benefits defined in the Center's Personnel Policies for the position classification described above.

QUALIFICATIONS AND SKILLS
Minimum qualifications for the position of Chief Executive Officer:

  • Bachelor’s Degree in business and/or public administration, psychology, social work, education, counseling, nursing, or related field.
  • Five (5 ) years progressive administrative management responsibility in the public service or non-profit sector.
  • Must possess or have the ability to obtain a Texas Child Care Administrator License

(LCCA) by the beginning of the 2nd year of employment.

  • Ability to instill confidence in others and maintain a calm and competent attitude during periods of stress.
  • Leadership skills, to include the ability to give direction to staff and work cooperatively with the Board of Directors.
  • Ability to effectively convey the Center’s mission to a diverse community.
