As a provider of residential services to children who have experienced situations of abuse, neglect, or homelessness, we must take the utmost care when reviewing candidates. Hiring policies are taken directly from the state and federal standards under which we operate. All candidates must agree to a SC Central Registry Check, SLED check, and fingerprinting.
Position Summary and Purpose :
The Residential Services Manager (RSM) leads, directs, and manages the functions of residential care for the Children's Attention Home (CAH) in fulfillment of the requirements and needs of the children in care. The RSM oversees the hiring, orientation, and ongoing development of residential personnel in delivering long-term direct care and supportive services to CAH residents with support from the Cottage Supervisors. The RSM promotes and reinforces practices, policies, and procedures that ensure residential services operate in an efficient, effective team-based manner while maintaining the highest standards for ethical, respectful, considerate, compliant, and quality service delivery.
Primary Job Responsibilities :
- Screen referrals of potential residents for appropriateness for selected program, collaborate with the Care Coordinators for denials and admissions, and follow up with DSS with updates in a timely manner.
- Assist with admissions and discharges of residents when appropriate in the absence of the Care Coordinator or Cottage Supervisor.
- Collaborate with Care Coordinators to assist in supervising on-campus visitation between residents and their families.
- Assist the Programs Director with tracking outcomes / output data for performance quality improvement and grants.
- Complete residents' chart audits monthly to ensure compliance with DSS regulations and contract specifications.
- Work in collaboration with the Care Coordinators to identify and fulfill the requirements and needs of the youth in care.
- Oversight, direction, and management of direct care services including medical, clinical, social / psychological counseling, life skills, etc.
- Interface with DSS leadership, management, and caseworkers to affect positive outcomes for the youth along with the Care Coordinator and Social Worker.
- Oversee residential internships by assigning interns to programs, receiving feedback from the program leadership team, and following up periodically to ensure effectiveness of position.
- Assist the Cottage Supervisor with screening potential candidates, scheduling interviews, and making offering decisions based on feedback from relevant parties.
- Conducts routine cottage maintenance checks and reports any issues to maintenance.
- Holds one-on-one meetings with direct reports at least monthly, and more frequently as needed.
- Develop, establish, maintain, and direct execution of residential policies to support CAH and its objectives.
- Ensure compliance with local, state and federal governmental rules and regulations, including SC DSS and Fire Marshal.
- Team Management : Directly supervises Care Coordinators and performs employee evaluations for all direct reports; provides feedback and guides and directs residential goal setting.
- Residential Team Education : Is responsible for ensuring all team members of the residential team are in compliance with educational requirements including completion of mandatory training sessions and required training hours.
- Intake : Screen and review possible new client admissions by asking questions based on their universal application, interviewing when possible, and staffing with the Care Coordinator for possible placement.
- Networking : Establish and cultivate a system of formal and informal relationships which can improve / enhance program services and promote the mission, vision, values and outcomes of the CAH.
- Team Building : Must form mutually respectful and trustful working relationships with the team. Must model appropriate team building skills / behavior to Residential Leadership Team and other team members.

Education and Training :
A bachelor's degree in human services, social work, or a related field is required. Prior experience with at-risk youth is required. At least two years of prior supervisory experience is required. Prior experience at a non-profit (including, but not limited to, a children's services-related group home or similar organization) is preferred but not required.
License
A valid driver's license is required and must be maintained throughout employment.
Physical Demands and Working Conditions :
Must be physically able to operate a variety of office equipment including a computer, telephone, etc. Constant : standing. Frequent : repetitive use of hand, walking, standing, bending neck and waist, squatting, climbing, kneeling, twisting neck and waist, simple and power grasping of left and right hand, fine manipulation of left and right hand, reaching above shoulder level, reaching below shoulder level. Lifting objects up to 50 pounds from below the waist to a height of 3 feet. Occasionally running up to 75 feet over uneven ground. Must be able to exert up to twenty-five pounds of force occasionally and / or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects or children.
