The Regional Clinical Manager has overall responsibility for the management and administration of the behavioral services in Los Angeles under the guidance and direction of the Director of Clinical Behavioral Health Services. This position will work with Staff in various service planning areas (SPA's) in the behavioral health program. This position includes development of program services and professional staff. In addition, this position may be accountable for local staff performance of services rendered and clients served.
Job Responsibilities:
Duties and Responsibilities Organizational Responsibilities
- Oversight of EBP tracking and completion; working with Training Coordinator to determine scheduling and enrolling
- Oversight of CANS certifications and BBS renewals
- Coordinate with MAP Trainer to assist with oversight of MAP re-certifications
- Facilitate weekly clinical supervision group
- Provide clinical supervision as needed
- Assisting the QA department with oversite and completion of OMA worksheets
- Ensure that Diversity, Inclusion & Equity (DEI) and Trauma Informed Resilience Oriented Community (TIROC) practices are infused throughout the programing.
- Ensure that the program(s) have accurate Key Performance Indicators (KPI), Continuous Quality Improvement (CQI) project goals, Critical Goals and Impact Goals that meet the mission and vision of Children's Bureau
- Develop and maintain a good working rapport with inter-department personnel, as well as other departments within the organization to assure that the department services and activities can be properly maintained to meet the needs of the clients we serve.
- Review department policies, procedures, manuals, job descriptions, etc., at least annually, and participate in making recommended changes and ensure that program is always compliant with Council of Accreditation (COA) standards.
- Maintain CONFIDENTIALITY of all pertinent to client care information to assure clients' rights are protected.
- Represent the organization as ambassadors and experts in the field with external stakeholders, partnering agencies, and governmental entities
- Develop a culture within the program of learning and embed the Continuous Quality Improvement within all areas of the work.
Leadership Responsibilities
- Will ensure the mentorship of direct reports and program staff
- Ensure that all aspects of programming and day to day duties are linked to impact.
- Develop a culture of innovation with staff and program.
- Embed the concepts of critical thinking skills within the culture of the program and staff.
- Interpret organizational/department policies and procedures to staff, and clients as necessary
- Directly develop the onboarding, retention, and recognition plan to ensure that all program staff have the tools to be high impact leaders.
- Directly assist in the recruitment, selection, and training of competent department staff.
- Maintain an excellent working relationship with external stakeholders, state licensing, and government entities
- Create a strong partnership with People Support Services to ensure a healthy culture within the department.
- Set clear programmatic direction and vision. Meet with department staff on a regularly scheduled basis and give guidance as it pertains to operation of the department, identifying and correcting problem areas, and/or the improvement of services.
- Determine departmental staffing, evaluate employee performance, Salary recommendations, hiring terminations, transfers, etc.
- Serve on various committees of the organization as required and as appointed by the Children's Bureau leadership team.
Program Responsibilities
- May provides both administrative and clinical supervision of professional program staff, including other supervisory staff ensuring compliance with Productivity expectation, adherence to federal and state laws, documentation standards and clinical service delivery standards
- Assists and informs Director of Clinical Behavioral Health Services about leadership matters typically occurring in various regions of service keeping corporate headquarters informed of all regional matters.
- Ensures access and appropriate utilization of services. Participates in case disposition
- Reviews budgetary issues and ensures that all staff in affiliated programs are producing at or above expected levels. Resolves programmatic issues that impede program from meeting budgetary expectations. Provides continuous feedback to supervisors and staff members regarding actual productivity as compared to goal and develops strategies to meet programmatic and individual obligation. Ensures that each funding stream is maximized.
- Ensures compliance with administrative policies and county/state laws and guidelines. Participates in audit preparation and chart review. Ensures that all chart documentation is present and appropriate.
- Acts as team member on an agency-wide team that has critical program responsibility, such as the Administrative Review Team or Quality Improvement Committee
- Manages and monitors multi-location caseload distribution and retrenchment strategies
- Represents agency in networking with local organizations. Collaborates with schools, DMH, DCFS and other agencies as needed.
- Carries out general office management and supervision of support staff
- May carry a small caseload on a regular or intermittent basis with management approval.
Job Qualifications:
- A Master's degree in Social Work (MSW) or related field from an accredited four year college or university
- Licensed Clinical Social Worker or MFT licensed with BBS
- Previous supervisory experience
- Ability to work in a multi-cultural environment
