The ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) Clerk is responsible for collaborating with the Program Director and Family Services Team to ensure adherence to Head Start Performance Standards. This role involves daily communication with families in the community, establishing partnerships with community agencies, and ensuring that policies and procedures are followed to support the enrollment process for pregnant mothers, infants, and toddlers into the CCNELA EHS program. The chosen candidate's ability to maintain the confidentiality of prospective clients and staff is paramount in this position. Candidates must be self-driven and possess the ability to multitask in a fast paced ambiguous environment.

- Responsible for collection and data entry of applications for enrollment and making needed corrections.
- Responsible for data entry of Health documents, not limited to physicals, immunizations, and disability.
- Assist and support family service advocate(s) to ensure that full enrollment is met and maintained throughout the year, ensuring children who leave the program are replaced within 30 days.
- The individual is responsible for the complete and accurate collection, entry, reporting, and maintenance of data, records, and reports related to the application, eligibility, recruitment, selection, enrollment, and attendance of children and families of the Early Head Start Program.
- Maintain a thorough knowledge and understanding of all aspects of the Head Start Performance Standards and related regulations for ERSEA and how to monitor and implement them.
- Provide leadership in the development and implementation of agency-wide recruitment planning.
- Provide leadership in the annual review and revision of selection criteria based on the identified needs of the program and community.
- Facilitate the development of community partnerships that support recruitment of those families most in need of Head Start services, including homeless families and children in foster care.
- Develop agency-wide recordkeeping and reporting procedures for ERSEA and provide technical assistance to the Family Service Team as needed.
- Complete monthly enrollment reports as well as other reports as required by Head Start Director to be submitted to governing bodies and the Office of Head Start.
- Maintain up to date information on centers and enrollment in the tracking system, GoEngage.
- Monitors waiting list and assures the list is viable each month.
- Lead Enrollment meetings bi-monthly.
- Work in Collaboration with Education Disability Coordinator to ensure compliance with ADA Enrollment numbers which includes 10% disabilities mandate for assigned area by providing support, setting up recruitment events and recruitment initiatives for assigned area(s).
- Implement quarterly monitoring of delegate and partner records to ensure compliance with ERSEA requirements and accuracy of data.
- Ensure the accuracy of ERSEA data to be used in the agency-wide Program Information Report (PIR).
- Provide technical assistance to delegate and partner staff in the development and implementation of effective plans for recruitment and enrollment based on the needs of the program and the community.
- Provide technical assistance to delegate and partner staff in development of strategies that address issues of under enrollment or low attendance.
- Lead on the publication of Monthly Newsletters.
- Lead monthly Clean-Up Saturdays.
- Works in Collaboration with the Development Director in the recruitment of Volunteers.
- Lead training on ERSEA Policy and Procedures.
- Lead in purchase requisition and delivery of classroom supplies
- Attends workshops and meetings as deemed necessary by the immediate supervisor.
- Attends required staff and parent meetings and activities.
- Understand the Head Start Performance Standards.
- Positively promotes Early Head Start in the community.
- Become thoroughly familiar with Children's Coalition for Northeast Louisiana Early Head Start Employee Handbook : Human Resources Policies and Procedures, Children's Coalition for Northeast Louisiana Early Head Start Operations Manual, and all other Children's Coalition for Northeast Louisiana Early HS handbooks, manuals, and resources and adheres to them.
- Determines appropriate training needs to meet the program goals and objectives and makes the necessary recommendations.
- Maintains strict confidentiality with respect to Early Head Start children, families, and staff in accordance with established policies and procedures.
- Develops and implements a plan and system of continuous ongoing monitoring and evaluation of activities within the program.
