POSITION SUMMARY: The Family Services Manager will manage a team of Family Services Specialists who provide subsidy eligibility determination and case management services to low-income clients or perform other related support functions within the department. In this role, you will work in partnership with a range of community stakeholders to support the access of our clients to all available resources. Reporting to the Associate Director, you will also work alongside other directors, managers, and staff to ensure services are aligned and meet the needs of the community.

KEY RESPONSIBILITIES:
Program Administration & Development
· Supervise a team responsible for families’ eligibility determination and ongoing benefits maintenance/case management and/or other job functions.
· Ensure the highest level of performance and stewardship for multiple child care subsidy contracts funded by California Department of Social Services and San Francisco Department of Early Childhood.
· Develop, communicate, and integrate policies and procedures to ensure efficient, accessible client services and data reporting in accordance with all applicable Federal, State, and Local law and regulations, and funder or other auditor requirements.
· Provide escalated client service to resolve client complaints or issues with child care benefits or payments.
· Illustrate the impact of Children’s Council’s services to local and state funders while advocating for additional funding and/or policy improvements.
· Develop and maintain program handbooks and other hard-copy policy/procedural collateral, website content, and other information portals to ensure all client-facing information is current, accessible, and audience-appropriate.
· Manage or coordinate department or cross-team projects related to program infrastructure or technological improvements to ensure service delivery is integrated, accessible, and leverages all available technologies.
· Continuously improve services through innovation and increasing efficiencies or outputs.
· Represent Children’s Council during Federal, State, and Local compliance audits or other official inquiries about family/child eligibility, payments, or related work.
· Support Associate Director and department leadership by ensuring service delivery aligns with organizational and department goals.
· Manager, review and coordinate work of the team to ensure compliance and accuracy of payments.
· Will perform other duties as assigned.
REQUIRED QUALIFICATIONS:
· Minimum of three years supervising staff and/or leading small teams.
· Knowledge, and direct experience managing early child care education services, delivery and evaluation.
· Experience with creating, managing, and analyzing data. Must be able to critically analyze information from a variety of sources.
· Demonstrated ability successfully managing projects; hands on experience developing effective policies, systems and procedures.
· Must have excellent written, communication, public speaking and presentation skills.
· Must have the ability to work independently, adhere to priorities and meet multiple deadlines.
· Direct experience working with diverse staff, client populations, families and children.
· Must have proficiency with Microsoft Office Suite products, and knowledge of database applications.
· Ability to use good judgment when representing Children’s Council with funders or other community stakeholders.
· A background clearance is required
· Bilingual in English/Spanish
QUALIFICATIONS: Preferred
· Knowledge of San Francisco child care and family services communities.
· CDE, Program Director and or Site Supervisor Permit a plus.
Physical Requirements
§ Mental acuity to perform the essential functions of this position in an accurate and timely fashion.
§ Dexterity to use office equipment; the ability to sit and work at a desk for extended periods of time.
Hybrid Work
We have adopted a hybrid working model and currently require employees to be present in the office at least 3 days per week, with the option to work 2 days per week remotely. Applicants should be comfortable with both the remote and in office scenarios.
