Job Summary:
Organizes and supervises operation of the maintenance/repair program involving buildings and Emergency Operations Plan, Life Safety, Biomedical Equipment, Bio-Hazardous and Pharmaceutical Waste, Recycling, General Waste, Landscaping and all major systems such as the Oxygen and Vacuum Manifolds and Emergency Generator transport and Housekeeping/EVS. Coordinates maintenance and utilize project management capabilities for major repair activities with functions of other departments.
B: Principal Duties and Responsibilities Performed:
- Plans, directs and supervises maintenance program.
- Including: heating, cooling, plumbing, water, gas, electrical, mechanical, carpentry and painting, institutional equipment and power plant. Schedules preventive maintenance on major plant equipment including replacement, new installation, and power plant tests as required.
- Orients, instructs and supervises Housekeeping personnel assigns duties and evaluates work performance.
- Keeps record of work performed. Create Schedule and may keep employees time sheets and approve requests off.
- Coordinates work of maintenance department with other department functions so as not to interrupt patient care of normal business functions.
- Advises and consults with administrator or CEO on maintenance and repairs needs concerning structure, equipment and grounds and project management.
- Inspects plant equipment and systems yearly for proper functioning/safety and inspects buildings compliance with local and state codes, ordinances and safety regulations.
- Prepares and submits reports as directed by the Administrator.
- Is on call after hours and on weekend for major emergencies pertaining to the Emergency Operations Plan.
- Attends department head meetings, workshops and institutes.
May perform any or all duties concerned with:
- Electricity, Plumbing, Painting, Carpentry, Mechanics, Heating, Cooling and Water systems; except those services performed by outside contractors.
- Directs duties concerned with maintenance of grounds, parking lots, driveways, etc., includes gardening, landscaping, clean-up etc., except that performed under service contracts.
- Maintenance and Annual Maintenance of Oxygen Manifold System and Vacuum Manifold Systems
- Maintenance of Emergency Generator, weekly, monthly annually and biannually.
- Work with Public Utilities (PG&E, Water Utilities)
- Runs errands within scope of practice; handles incoming and outgoing freight of housekeeping and maintenance supplies; and other miscellaneous duties as directed by the CEO.

C: RESPONSIBILITIES:
- Care, maintenance and repair of institutional property, equipment to AHJ standards. (CMS, CDPH, OSHPD, DHCS, CAL-OSHA, Title 22, NFPA, DOT, and JAHCO)
- Care and use of supplies and maintenance equipment used in performance of duties.
- Regular inspection of property and equipment for compliance with safety regulations.
- Takes emergency call.
- Annually Updates Emergency Operations Plan and record keeping
- Executes Life Safety Audits monthly, quarterly, annually (Fire Drills, Extinguishers, General Building Safety, Disaster Drills)
- Ensure all Fire Systems are to NFPA regulations (smoke detectors, smoke and fire dampers, FACP, Fire Sprinkler, Kitchen Suppression System)
- Arrange Vehicle Transportation with Clinical Teams and Social Work Department for patients
- Schedule, train, direct, interview, audit EVS team and standards to CDPH Infection Control Standards, and County Health Department Regulations.
- Ensure all physical building systems meet CDPH, OSHPD, DHCS, guidelines
- Ensure acute care clinic and Operation Room is up to Joint Commission Standards
- Ensure proper removal of Regulated Medical Waste, Pharmaceutical Waste to DOT standards and removal of general waste and recyclables
- Hold and record all Safety Meetings
- Ensure Emergency Generator meets to CDPH, Life Safety, DHCS, and NFPA standards monthly audited, tested and annually serviced.
- Enforce Parking area for staff only and maintain enough clearance for Emergency Personnel to arrive
- Program new hire badges to fingerprints
- Give Safety Tours to new hires
- Maintain Emergency Water Supply
- Inspect all Life Safety Systems and Equipment
- Ensure all equipment in kitchen is maintained and meet not only NFPA standards but also Title 22 Standards
- Ensure all Bio Medical equipment are maintained to Manufacture recommended preventative maintenance (except patient vents and Massimo’s)
- Ensure beds and cribs are maintained and fully functional
- Receive and approve all invoices of services and supplies rendered related to Maintenance
- Procure Housekeeping Supplies and Maintenance Supplies
- Maintain SDS listing of all chemicals used in maintenance and EVS.
- Conduct Annual Disaster Drill Tabletop and Active exercise annually
- Write the reviews of EVS Staff
- Ensure the Air balance is proper for Soiled linen, Operation, and PACU rooms.
- Check in all Vendors to perform major tasks related to major equipment
- Work closely with Infection Control Nurse, and DON to ensure building and staff meets CDPH standards and requirements
- Ensure Laundry is cleaned, folded and executed daily for patient care
- Move company Office furniture
- Create a network of Emergency Vendors (3 for each area or responsibility)
- Actively participate and provide reports for Annual re-certification survey and DHCS survey
- Work closely with Local Fire Marshall, Fire Department, and Police Department
- Support sister Hospital with any major projects
- Help maintain equipment at Scribbles and Giggles School and off-site location as well
- Maintain Generator to BAAQMD standards and report annual hours for re-certification to operate
- Help assist training RT’s in proper use of Dewar tanks and oxygen system.
- Schedule Annual Audit of Oxygen Manifold System
- Ensure the safety of all compressed gas tanks are functional and operational (Medical Oxygen)
- Ensure the OR Room and Medical Room are within temperature ranges as required by CMS.
- Ensure and maintain the ambient temperature of the building does not exceed 80 degrees.
- Ensure Emergency Water tanks are changed out semiannually and set to meet Safe Drinking water practices
- Write, update, and review all Maintenance and Housekeeping policies and procedures.
- Drive patients on transports (BLS class and Defensive driving class required)
- Obtain 3 estimates for all major repair jobs and communicate with CEO or Administrator on recommendations and approval.
D: MINIMUM QUALIFICATION:
- High School Diploma
- Preferred 1 year of Hospital or SNF Maintenance experience
- Basic Knowledge of Electrical, Plumbing, HVAC, Flooring, Painting, & Construction
- Requires DOT training for Pharmaceutical Waste Disposal
- Clean Driving Record
- Ability to be on feet for prolonged periods of time and able to lift at least 50 pounds.
