The Director of Grants and Contracts is responsible for overseeing the full lifecycle of grants and contracts management for all agency awards. This includes identifying and securing funding opportunities, pre-award grant writing, post-award fiscal and programmatic management, compliance monitoring, and reporting. The role ensures alignment with agency goals and funder priorities while maintaining adherence to federal, state, and local regulations. The Director will also oversee program evaluation efforts, utilizing proven tools such as the Logic Model to design, assess, and enhance the effectiveness and impact of funded programs.

Annual Salary Range: $120,000.00 - $140,000.00

Responsibilities:
Supervision, Leadership, and Evaluation
- Hire, onboard, train and supervise grant management, award accounting, and evaluation staff.
- Guide and support staff through the development of a new agency department and roles.
- Define department goals, objectives, and standard operating procedures.
- Lead the development and implementation of program evaluation frameworks, including Logic Models, to measure program success and impact.
Pre-Award Grant Writing:
- Lead the development and submission of competitive grant proposals for government contracts, foundation grants, and other funding opportunities.
- Support grant writing team to work closely with program managers and staff to develop clear and compelling narratives, goals, objectives, outcome management plans, and budgets.
- Ensure proposals align with the agency’s strategic goals, objectives, and funder priorities.
Post-Award Grant Management & Reporting:
- Support fiscal department and program managers as they manage day-to-day operations of awarded grants, ensuring compliance with grant agreements. Develop and maintain system for tracking grant milestones, deliverables, and timelines.
- Ensure timely and accurate submission of all required post-award programmatic and financial reports to funding age
Compliance and Regulatory Oversight:
- Ensure adherence to grant related federal and state regulations, policies, and guidelines.
- Complete the agency’s annual System of Awards Management (SAM) registration.
Collaboration and Communication:
- Serve as the primary point of contact for funders, managing relationships and ensuring effective communication, as appropriate along with program leadership and fiscal and grant team members.
- Support external relations manager to develop and maintain working relationships with elected officials and government agency staff. Draft agency positions on policy issues.
Education Requirements:
Bachelor’s degree in social sciences, public administration, business administration, or a related field. Master’s degree preferred.
Experience Requirements:
Five years of experience in grant writing, grant management, and fiscal oversight, preferably within a social services or government contract environment. Strong knowledge of federal, state, and local grant regulations, policies, and funding processes. Proven experience in developing grant proposals, budgets, and managing post-award reporting. Experience with financial management and budgeting for government contracts and grants. Strong analytical, organizational, and project management skills. Excellent written and verbal communication skills. Ability to work collaboratively in a fast-paced environment. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
