LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF CHILDREN'S SERVICES, CHILD AND FAMILY MANAGEMENT DIVISION, MULTIPLE COUNTIES

This is a DCS Intelligence Analyst in the the Electronic Monitoring Unit of the Juvenile Justice team. This position is currently in Davidson County, but can potentially be moved to any one of the listed counties in the Grand Middle or Grand East Regions. This position is part of a team that is 24/7/365 and the applicant will be expected to work nights, weekends and holidays based on scheduling. This position is solely AWS. This position will required communication between internal and external partners such as case managers and law enforcement.

This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications


Education and Experience: Graduation from an accredited college or university with a bachelor¿s degree.


Substitution of Experience for Education: Full-time experience in intelligence analysis, corrections, criminal justice, law enforcement, probation or parole, case management, may be substituted for the required education on a year-for-year basis to a maximum of four (4) years.

Overview

Summary: Under general supervision performs work of average difficulty in the office and in communities to locate children/youth who have absconded from DCS custody and supervision by consolidating, evaluating, and analyzing information/intelligence to locate youth.

Distinguishing Features: An employee in this class performs at the working level within the Absconder Unit of the Juvenile Justice division. Employees in this class will serve in a liaison role between several entities in addition to gathering significant information to aide in the locating of children/youth who have absconded from DCS custody. This classification differs from the DCS Program Coordinator in that the latter has program oversight and supervisory responsibilities.


Responsibilities

Communicating with Persons Outside Organization: Serves as a liaison between the agency and the general public, persons in other state departments and divisions, law enforcement officials, courts, government representatives, and entities outside the organization to provide general understanding of operations. Work with internal and external staff to ensure the safe return and placement of children.

Analyzing Data or Information: Understands how to gather and collate information regarding missing children, human trafficking, and/or other key threats related to locating missing children; understand the impact of drugs, gangs and criminal activity on missing children; identify and analyze information that impacts missing children and may indicate human trafficking; assess the accuracy and credibility of information received and systematically examine and evaluate information received for strategic, operational, and planning purposes.

Evaluating Information to Determine Compliance with Standards: Use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or confidentiality standards; understands the privacy policy and confidentiality standards for the use of personal information of children dissemination of information; and understand privacy policies governing the use of databases and gathered information.

Interpreting the Meaning of Information for Others: Identify and communicate relevant information, tailor information for appropriate audiences and evaluate and condense information.

Making Decisions and Solving Problems: Use unstructured and structured analytical processes; evaluate information and compare findings to identify the most appropriate solution, employ nontraditional methods of problem solving to formulate innovative solutions.

Getting Information: Utilize a variety of federal, state, local, private sector and open source information resources; Acquire and generate leads on information in furtherance of missing children; examines records or other types of data reports from National Crime Information Center (NCIC) database, the TBI Fusion Center, Law Enforcement, Court records, TFACTS, or other sources as necessary to research and locate youth who have absconded from the custody of DCS;

Organizing, Planning, and Prioritizing Work: Research records and computerized databases, and provides results in response to real-time events; develop specific goals and plans to prioritize and accomplish tasks within an appropriate timeframe; communicate project status, threats or other relevant information to supervisors and peers on a regular or as needed basis.

Interacting with Computers:

Utilize appropriate computer programs to complete analytical and administrative projects; understands and have a working knowledge of mobile devices, the internet, social media, and search engines; understands and has working knowledge of basic computer programs, including but not limited to, creation of spreadsheets, Microsoft Office i.e. Outlook, Word, Excel, PowerPoint.

Documenting/Recording Information: Maintain agency records based on established guidelines; review records and reports in order to ensure accuracy, completeness, and adherence to standards; inputs data into the TFACTS system.

Developing and Building Teams: Maintain a network of constructive and cooperative interpersonal and professional working relationships; collaborate on shared work initiatives and participate in multiagency information sharing initiatives.
