General Purpose of Job
Supervises a unit of Adoption Specialists. Responsible for the oversight and support of all activities related to the adoption of dependent children in need of permanency.

Essential Duties and Responsibilities
- Oversight & Leadership
- Supervise the Adoption Specialist Team, ensuring effective case management, timely adoption staffings, and post-adoption support services.
- Conduct structured case reviews to identify barriers, assign tasks, and drive timely permanency outcomes for children.
- Policy Implementation & Compliance
- Oversee the adoption subsidy review process, ensuring timely submission and compliance with state policies.
- Provide guidance on enhanced subsidy requests and support teams in meeting regulatory requirements.
- Participate in statewide and post-adoption meetings to stay informed of policy updates and ensure local implementation.
- Strategic Staff Development & Performance Management
- Lead recruitment, training, supervision, and performance evaluations for adoption team staff.
- Conduct regular one-on-one supervision and team meetings to align goals, address challenges, and ensure service delivery excellence.
- Foster a high-performance culture through professional development, coaching, and accountability.
- Cross-Agency Collaboration & Community Engagement
- Establish and maintain strong working relationships with community partners, child welfare agencies, and stakeholders at the local and state levels.
- Collaborate with recruitment teams to support child and family transitions and permanency planning.
- Operational Efficiency & Quality Assurance
- Ensure appropriate rotation of case assignments to the overlay and recruitment teams as needed
- Ensure accurate and timely documentation of casework, data collection, and reporting in the statewide child welfare system.
- Implement best practices and continuous improvement strategies to enhance program outcomes.
- Training & Team Development
- Participate in the required training and certifications, ensuring staff are informed of policy changes and best practices.
- Disseminate key updates from statewide meetings and coordinate additional training as needed.
- Leadership & Organizational Alignment
- Conduct team meetings monthly to provide updates, enhance team collaboration, and address team dynamics as needed
- Active attendance and participation to supervisory and leadership meetings as required
- Other duties may be assigned as special projects may be requested
Working Hours
CNHC’s believes in work life balance for all employees. This is an in-office position, Monday-Friday from 8:00am to 5:00pm averaging forty (40) hours per week. Working hours may vary based on business needs.
Travel
Travel in and outside of Circuit 13 may be required.
Training
All employees must complete fifteen (15) hours of on-line or classroom Training on an annual basis. If the employee is a Certified Child Welfare Professional, Training hours must total twenty (20) annually.
Supervisory Responsibilities
This position oversees a team of six staff members, including four Adoption Specialists and two Post-Adoption Specialists.
Qualifications
Education and Experience
- Bachelor’s degree from an accredited college or university in social work or related human services field;
- Three (3) or more years of child welfare experience;
- Full Child Welfare Certification through the Florida Certification Board

Requires strong collaboration with community members, peers, and supervisors, maintaining high organizational, leadership, and communication skills. The individual must be detail-oriented, with excellent networking and interpersonal abilities, including communication, facilitation, collaborative problem-solving, planning, consensus building, and conflict resolution. They should effectively communicate and express ideas with staff and clients, write reports and correspondence, and speak confidently in various settings, including courtrooms and large groups. Critical thinking and problem-solving skills are essential, along with the ability to develop placement and transition plans collaboratively while considering future consequences of decisions. The role also involves analyzing data related to child safety, recognizing risks, and understanding the impact of bonding and attachment during critical developmental periods. Proficiency in Microsoft Office, computer skills, and the ability to research, interpret, and present specialized information are essential, along with strong analytical, organizational, and consensus-building capabilities.

Reasoning Ability
Must exhibit strong reasoning abilities to evaluate complex cases, assess barriers to permanency, and develop effective strategies for resolution. This role requires the capacity to analyze data, interpret policies, and apply sound judgment to make informed decisions that prioritize the best interests of children and families. The ability to think critically and anticipate potential challenges is essential, as is adapting to dynamic situations while maintaining focus on achieving permanency goals. Possess the ability to support collaboration with multidisciplinary teams, ensuring that decisions are well-rounded, evidence-based, and aligned with organizational and legal standards.
Physical Demands
The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required. Work Enviroment
This is an in-office-based position focused on administrative work, where the noise level may be moderate.
