Position: Operations & Maintenance Manager

Position Summary:
The Operations & Maintenance Manager exercises independent and self-motivated discretion with matters regarding building maintenance including overseeing the repair and upkeep of CRH buildings and grounds. The Operations & Maintenance Manager supervises the Maintenance staff, Food Services Supervisor, IT Network Vendor and spends more than fifty percent of his/her time performing administrative project management duties. In addition, this position is also responsible for maintaining good standards of building safety and monitoring an ongoing system of repair, replacement, and upkeep.
Essential Duties and Responsibilities:
Project Management
- Plans, budgets, and oversees all major projects affecting the campus grounds, dormitories, and administrative offices.
- Develops plans, budgets, timelines, and requirements for projects and maintains all records and documents pertaining to each project.
- Solicits project bids from contractors and recommends selection based on costs, reviews, and knowledge of contractor’s quality of work and timeliness in completing projects.
- Where necessary, submits applications for city or county permits as required, based on the specific work, or building improvements to be done.
- Monitors the progress, costs and quality of work performed for each project.
- Works closely and communicates with upper management to verify that the scope and direction of each project is on schedule.
- Develops daily, weekly, monthly, and annual routine maintenance task lists and ensures that maintenance staff complete these tasks in a timely and correct manner.
- Performs regular “walk throughs” of campus grounds, noting any situations that require maintenance attention, adding them to the overall task list and assigns Maintenance staff to address these issues.
- Maintains a schedule of major and minor projects and tasks with timelines, budgets and comprehensive descriptions, updates, and reports to upper management regularly the status of all open projects and ongoing tasks.
- Maintains an up-to-date list of vendors.
- Manages operating budgets for Maintenance, Operations and Food Service cost centers, approving all expenditures, and performs monthly review of budget variance to ensure budgets are on track.
- Develops and maintains a Capital Spend Plan, factoring asset life cycles as well as capital improvement projects.
Building & Grounds Maintenance:
- Maintains CRH buildings and grounds to meet fire code and Cal OSHA standards.
- Supervises maintenance staff/contract workers responsible for day-to-day upkeep of CRH buildings and grounds.
- Performs regular walk-though inspections of campus grounds, noting any situations that require maintenance attention, adding them to the overall task list and assigns Maintenance staff to address these issues.
- Oversees repairs on building such as faucets, toilets, lights, cords, washing machine and dryer, garbage disposal, sink and toilet stoppages and repairs holes in wall surfaces.
- Responsible for ordering and inventory control of maintenance supplies, replacement parts and materials as needed.
- Shops for and purchases furniture such as couches, mattresses and chairs for the dorms, desks chairs and other office furniture for the administrative areas.
- Communicates maintenance needs to outside contracted workers and vendors and facilitates their time on site.
- Participates in regular Safety Committee and Disaster Planning meetings and drills.
- Manages Fleet Maintenance Program for agency fleet of vehicles ensuring all vehicles are receiving routine maintenance on schedule, and any issues that arise are documented and resolved in a timely manner.
- Administrator for CMMS (Computerized Maintenance Management Software), leveraging cloud-based system to assign and prioritize work orders and manage agency assets (HVAC, Rolling Assets).
Personnel Management
- Supervises and supports Maintenance Staff.
- Supervises and supports Food Services Supervisor providing managerial insight for Supervisor’s team of Cook staff direct reports.
- Supports agency IT needs, advising on project management, change management, and contract oversight for all IT network vendors and service providers.
- Oversees and participates in the screening of applications, interviewing and hiring process for maintenance staff, ensuring compliance with all agency and regulatory policies, practices, and laws.
- Responsible for the collection, review, approval, and submission of direct reports’ timesheets.
- Assists staff with identification of individual skill or knowledge deficits and facilitate availability of learning opportunities and develop and administer a plan for development.
- Oversees staff, providing the necessary and appropriate counseling or disciplinary action in accordance with agency policies, consulting with the Human Resources staff when major disciplinary action is needed.
- Adheres to policies, procedures, and regulations of the Children’s Receiving Home.
- Ensures orientation and training for new staff and subsequently ensures staff are enrolled in and/or have completed the required training.
- Ensures completion and routing of all required original personnel and training forms and records to the Human Resources and Training Departments, respectively.
- Conducts timely performance evaluations for direct reports as well as monitoring timeliness of all performance evaluations.
Supervisory Responsibilities:
Directly supervises and supports assigned Maintenance staff and Food Services Supervisor.

Education/Experience:
- Minimum five years maintenance employment or related experience required.
- At least two years’ experience as a supervisor preferred.
- Project Management and IT support experience preferred.
- High School Diploma required; BA or AA desired.
Licenses, Certifications, Registrations:
- Must possess a valid California Driver’s License, with a clear driving record.
- Must be at least 21 years of age.
- Must pass First Aid, CPR, Bloodborne Pathogens certification courses within first six weeks of employment.
- Must maintain CPR, First Aid and BBP Certification throughout employment.
- Must complete online Mandated Reporter Training within first week of employment.
Knowledge, Skills, and Other Abilities:
- Must be able to read, write, speak, and understand the English language.
- Knowledge of and ability to use Microsoft Office Suite (Word, Excel, and Outlook) and web browsers effectively.
- Knowledge and experience using a CMMS (Computerized Maintenance Management Software) to manage and organize daily workflow.

Physical Demands:
While performing the duties of this job, the employee is regularly required to stand, walk; use hands and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl and taste or smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is regularly exposed to outdoor weather conditions.
