QUALIFICATIONS: An example of acceptable qualifications for this position:
Completion of secondary education or equivalent (high diploma or GED) minimum of ten (10) years of experience and/or training in building maintenance or a related field; or any equivalent combination of education, strong computer skills, experience, and/or training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid Ohio driver's license; must maintain insurability according to the Housing Authority’s vehicle insurance policy.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
45% (1) Responds to and completes all work orders, either emergency or routine, consisting of plumbing, electrical, or general dwelling repairs; performs various tasks involving maintenance of plumbing systems; troubleshoots plumbing problems; repairs and replaces plumbing fixtures including sinks, toilets, faucets, and pipes; clears obstructions from water lines; performs a variety of semi-skilled and skilled building maintenance activities in order to ensure the upkeep of agency property (e.g., repairs and replaces electrical switches, outlets, fixtures, and circuit breakers; repairs windows, doors, locks, and door frames; cleans furnaces; prepares and paints surfaces; remodels rooms; hangs drywall; repairs roofs; etc.); completes inventory purchase requests; prepares and submits work-related records (e.g., task completed, time spent, materials used, tenant charges, lease violations, etc.); maintains an inventory of materials, supplies, and equipment; negotiates prices with vendors; ensures vehicles are properly stored and secured; repairs mowers, snow blowers, and other such equipment utilized by the Maintenance Department.
30% (2) Manages and supervises all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; recommends pay assignments; evaluates performance; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; assists in developing and implementing policy; recommends policy changes; has access to other employees’ personnel files; has access to financial data used in monitoring department revenue/income, etc.).
10% (3) Assigns work to contractors (e.g., recons, advanced repair work, etc.); supplies contractors will all materials to complete work orders; completes paperwork related to work orders (e.g., payment requests, invoices, etc.).
5% (4) Prepares reports (e.g., move-in and move-out inspection forms, work orders, daily work logs, compliance reports, etc.); performs miscellaneous duties (e.g., coordinates work with contractors, works with the tenants to resolve any problems that may arise, etc.); communicates with other employees, vendors, management, and contractors in order to determine nature of problem and best method of repair; answers questions and investigates complaints and recommends corrective action as necessary to resolve complaints.
5% (5) Organizes and assists with miscellaneous projects (e.g., Capital Funds, Community Service Workers, Reac preparation, preventative maintenance, etc.); provides training to new employees.
(6) Attends training programs as required.
(7) Demonstrates regular and predictable attendance; is required to be on-call one (1) week a month; may be required to work irregular hours.
(8) Maintains required licensure and/or certification.
(9) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
OTHER DUTIES AND RESPONSIBILITIES:
5% (10) Performs other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operations of the Chillicothe Metropolitan Housing Authority.
MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)
Knowledge of: agency policies and procedures*; computers and computer programs (e.g., Microsoft Office, Google, Internet Explorer, PHA web, etc.); safety practices and procedures; building maintenance methods and procedures (heating, plumbing, electrical, carpentry, painting); grounds maintenance methods and procedures; mechanical equipment maintenance and repair; lead based paint abatement*.
Skill in: use or operation of hand, power, and shop tools; use or operation of light motorized equipment (e.g., mower, snow blower, backhoe, fork lift, etc.).
Ability to: recognize unusual or threatening conditions and take appropriate action; exercise independent judgment and discretion; determine material and equipment needs; prepare accurate documentation; read blueprints or other such plans; develop and maintain effective working relationships; travel to and gain access to work sites.
