Completion of secondary education or equivalent (high diploma or GED); minimum of four (4) years of public housing, rental management experience or other related experience and/or training; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid State of Ohio driver’s license; must maintain insurability according to the Housing Authority’s vehicle insurance policy.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
20% 1. Maintains a minimum standard of performance under the Public Housing Assessment System (PHAS) by the management of residential real estate properties for the agency, including but not limited to: maintains approved waiting lists and determines applicants eligibility; prepare and maintain accurate monthly financial records and reports; lease enforcement; inspections; conflict resolution with applicants and residents; proposes eviction action; prepares eviction paperwork and coordinates eviction activities with the agency’s legal counsel.
20% 2. Prepares and maintains accurate financial records and reports (e.g., credits client accounts for receipts and debits accounts for disbursements; prepares monthly rent statements and reports on the status of properties; monitors costs and ensures budget objectives are met; balances monthly books; calculates management services costs; calculates security deposit refunds or billing for damages, unpaid rent, utilities, etc.); turns past-due debts over to the collection agency and coordinates write-offs with the Finance Director; maintains community service requirements; conducts research and keeps apprised of public housing regulations, policies and procedures, and leases, and the proper implementation of each; ensures compliance of proper security procedures.
20% 3. Coordinates and attends move-in inspections, housekeeping inspections, and grounds inspections; discusses with clients the terms and conditions for providing services and drafts agreements which stipulate the scope and extent of the specified rent amounts; calculates security deposits; conducts all income investigations; attends informal hearings with residents; collects monthly rent and other charges; handles informal discussions with residents regarding non-payment of rent; proposes eviction action; prepares eviction paperwork and coordinates eviction activities with the agency’s legal counsel and Community Operations Coordinator; receives and responds to inquiries and concerns from applicants, tenants, and other persons on matters relating to public housing; conducts financial literacy classes; conducts home visits and coordinates home management seminars; contacts utility companies to verify services or arrange for transfer of services; refers residents interested in the home ownership, FSS, and financial literacy programs to appropriate personnel.
4. Attend training programs; seminars, and workshops, as required; participates and promotes community public relations.
5. Demonstrates regular and predictable attendance; may be required to work irregular hours.
6. Maintains required licensure and certification.
7. Meets all job safety requirements and all OSHA safety standards that pertain to essential functions.
OTHER DUTIES AND RESPONSIBILITIES:
5% 8. Performs other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operations of the Chillicothe Metropolitan Housing Authority.
