General Description:

Under the direct supervision of the Operations Director of VA, the Division Manager oversees the daily operations of the Virginia Day Program. This role ensures high-quality services that empower people with intellectual and developmental disabilities (IDD) to achieve their personal goals, participate meaningfully in the community, and enhance their quality of life.

 

The Division Manager will apply principles of the community engagement model, emphasizing person-centered planning, community integration, and capacity building. The role also incorporates Chimes’ Division Manager core competencies, focusing on effective supervision, program compliance, health and safety, fiscal management, and workforce development.

Primary Responsibilities:

Person-Centered Program Leadership

  • Implement and oversee person-centered plans (ISPs) that prioritize individual goals, preferences, and community engagement.
  • Ensure that program activities align with the community engagement model, emphasizing integration, independence, and skill development.
  • Collaborate with stakeholders, including families, support coordinators, and community partners, to design and deliver meaningful services.

Supervision and Workforce Development

  • Provide direct supervision to program staff, ensuring they are well-trained and supported to fulfill their responsibilities.
  • Conduct performance evaluations, develop individualized training plans, and foster a culture of growth and accountability.
  • Recruit, onboard, and retain staff, ensuring adequate coverage and expertise across the program.
  • Establish and maintain staff schedules, incorporating flexibility to meet operational needs.

Community Integration and Advocacy

  • Develop partnerships with local businesses, community organizations, and service providers to expand opportunities for program participants.
  • Advocate for the rights and needs of people supported, ensuring access to community resources and activities.

Compliance and Quality Assurance

    • Ensure compliance with federal, state, and local regulations, as well as agency policies and procedures.
    • Oversee the completion and accuracy of documentation, including ISPs, incident reports, and service logs.
    • Conduct regular audits of program operations, identifying and addressing areas for improvement.

    Fiscal Responsibility

    • Monitor program budgets and expenses to ensure fiscal sustainability.
    • Collaborate with leadership to identify funding opportunities and optimize resource allocation.

    Health, Safety, and Crisis Management

    • Maintain a safe and healthy environment for people supported and staff, addressing any concerns promptly.
    • Provide crisis intervention and support during emergencies, adhering to agency protocols.

    Data and Performance Metrics

    • Track and analyze program performance metrics, using data to drive decision-making and continuous improvement.
    • Prepare and submit reports to leadership, highlighting achievements, challenges, and recommendations.

    Qualifications:

     Education:

    Bachelor’s degree in Human Services, Psychology, Education, Social Sciences, or a related field. Master’s degree preferred.

     Experience:

    • Minimum of three years of supervisory experience, preferably in IDD or human services.
    • Demonstrated experience in program management, community engagement, and staff development.
    • Familiarity with the principles of person-centered planning and community integration.

     Skills:

    • Strong leadership and communication skills.
    • Ability to collaborate effectively with diverse stakeholders.
    • Proficiency in using technology for documentation and program management.

     Other Requirements:

    • Valid driver’s license with an acceptable driving record.
