Purpose of Position

JOB SUMMARY
The job duties of the Economic Support Manager include but are not limited to assist the Director in overall administration and management of the Human Services Department; to plan, implement and supervise economic support services to adults, children, and families provided by the Chippewa County of Human Services; and to provide responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities

DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Economic Support Manager might be asked to perform. This job description is to incorporate any county ordinances created for the position of Economic Support Manager. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:

Administrative Functions:
  • Provide leadership and management expertise in order to implement the Great Rivers Consortium Economic Support policies and procedures. The consortium consists of ten counties; Barron, Burnett, Chippewa, Douglas, Dunn, Eau Claire, Pierce, Polk, St. Croix, and Washburn.
  • Create and maintain a culture of continuous quality improvement focusing on employee engagement, staff recruitment and retention.
  • Assist in the creation and or revision of unit/division/departmental policies and procedures.
  • Manage the day to day operations within the division. Coordinate and manage daily activities. Review the operations of the Economic Support Division and related programs for legal compliance and the safe appropriate provision of services to include but not limited to; Medical Assistance, Food Share, Welfare Fraud and Childcare Certification and Authorization. Conduct monthly Quality Assurance reviews on 9% of the ES caseload.
  • Provide direct supervision of assigned division staff to insure proper coverage for staff and to insure uninterrupted service to clientele.
  • Coordinate services between all programs within supervisory division including quality control efforts; evaluate programs for effectiveness and efficiency. Keep division staff informed of relevant department county and state information. Facilitate subordinate’s participation in appropriate department activities.
  • Manage client records handling, recording and storage to insure confidentiality compliance. Define and monitor the scope of services being provided to insure they are within legislative guidelines and state administrative rules.
  • Select and recommend contract services for purchase. Negotiate, develop and monitor purchase of service contracts with vendors.
  • Secure funding by writing state and federal grant applications. Complete or supervise completion of state required statistical and financial reports.
  • Represent agency on various community boards and committees. Work jointly and cooperatively with other divisions within the Department, outside agencies and other county departments.
  • Develop, recommend and monitor Economic Support Division annual budget. Approve/deny division expenditures.
  • Respond to complaints regarding program services and personnel.
  • Report as needed to Director on division operations and services.

Supervisory Functions:
  • Direct the work of and manage the staff of the Economic Support Division.
  • Interview and select new employees. Provide training and instructions.
  • Assign tasks, review work and prepare performance evaluations.
  • Review and approve staff payroll; coordinate use of Personal Time Off (PTO).
  • Recommend employee transfers, promotions, disciplinary action, discharge and salary increases.

Customers:
  • All prospective, current or past DHS consumers.

Team Members:
  • Any professional or paraprofessional we work with in the serving of consumers.

Minimum Qualifications

QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE:
  • Bachelor’s degree in Human Services Administration, Business, Accounting, Finance or related field required.
  • Three (3) years of recent professional human services work experience related to county benefit programs required.
  • Work experience in Food Share, Child Care, and/or medical assistance programs preferred.
  • Experience in determining benefit eligibility for consumers preferred.
  • Must have two (2) years recent management experience.
  • A valid driver’s license required.
  • A cell phone is recommended.
