Purpose of Position
JOB SUMMARY
The job duties of the Facilities & Parks Director include but are not limited to supervise Facilities & Parks Department staff in a manner that is effective and efficient and serves the needs of the customers; to increase productivity and responsiveness to the department's customers by establishing a tone, mindset and environment of service at the highest quality; to develop new procedures and assign and monitor work that enhances the services provided by the department; and to provide responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities
Administrative Functions:
- Direct, administer and manage the operations and personnel of the Facilities & Parks Department.
- Develop, write, implement and monitor department safety policies and work rules; ensure departmental compliance with local, county, state and federal established policies, codes and regulations. Participate in safety/security committee meetings. Establish evacuation routes/procedures for courthouse employees and visitors for various emergencies such as fire, weather, bomb threats, civil disorders, chemical spills.
- Develop, oversee and recommend energy cost saving solutions to electrical, plumbing and HVAC systems. Develop, manage, and implement programs and services to reduce financial and operational exposure including air quality, energy, and utility reductions. Address complaints, investigate problems and provide solutions to protect employees and the public.
- Develop and update a five to ten (5-10) year capital improvement plan for all county owned buildings and parks (less Highway facilities). Solicit bids for projects/expenditures.
- Maintain/Monitor/direct/operate HVAC heating/cooling systems, electrical systems, plumbing systems. Arrange major repairs to building operating systems. Prepare specifications for bids and requests for proposals for equipment and assigned projects.
- Hire and oversee contractors on projects.
- Direct annual safety testing of fire alarms, sprinkler systems, boilers, elevators, fire extinguishers, cross connection devices and other building systems.
- Maintain equipment maintenance schedule and records to ensure efficient day to day operations. Prepare department activity reports, for County, State, Federal authorities as required. Prepare, recommend and monitor annual Division operating budget. Ensure compliance with federal, state and local rules, regulations and codes.
- Prepare, submit and monitor the annual budget. Order operational supplies, parts and equipment within budget guidelines; prepare long range equipment replacement schedule; meet with vendors to review supply, material and equipment options. Review bills and approves payment of same.
- Direct and provide administrative oversight in developing new departmental plans and programs.
- Regularly attend Facilities and Parks and Public Firearms Range Advisory committee meetings.
Supervisory Functions:
- Direct, supervise, assign, coordinate, monitor and evaluate department staff tasks, procedures and goals.
- Interview and make hiring recommendations.
- Assign tasks, review work and prepare performance evaluations.
- Recommend employee transfers, promotions, disciplinary action, discharge and salary increases.
Community Relations Functions:
- Meet with Department Heads to evaluate and coordinate building needs. Prioritize work requests. Direct interior planning and space allocation. Direct and oversee the maintenance and upkeep of surrounding grounds.
Customers:
- All elected officials and County employees
- All citizens that have business with and / or visit any of the County facilities that we manage
- User Groups, WI-DNR and / or any other agencies or officials that have a need or question
Team Members:
- F&P Committee / County Board
- Employees of the F&P Division
- Architects, engineers and contractors (professional services)
- Volunteers
- Employee members of the Department of Administration
- Numerous other County, City and state offices and / or departments (Zoning, LCFM, Sheriff's Dept. CFPD, CFFD, WI-DNR)
- Multiple User Groups and Organizations (Hunters Education, NRA, Otter Lake Booster Club, Stanley School System, Lake Holcombe Improvement Ass., Xcel Energy, etc.
Minimum Qualifications
EDUCATION AND/OR EXPERIENCE:
- Bachelor’s Degree in Industrial Management, Public Facility Management, Engineering, Architecture, or related field required and five (5) years of recent building maintenance experience required.
- Associates Degree in Building Systems or Facility Management, HVAC, electrical, mechanical, or related field required and eight (8) years of recent building maintenance experience required.
- Five (5) years of recent related supervisory experience required.
- Experience working with HVAC, pneumatic and electronic control systems required.
- A valid driver’s license required.
- A cell phone is required.
